recusal I just want to make clear that she's recusing because she's employed by the happy Hearts preschool and and their attendant on the fairgrounds property so that's that um that's a source of income for her and that that's what creates the conflict so the record is clear on that um I also wanted to um mention as I should have when I was reading the closed session description that that closed session is is pursued the government code section 549-56.8 regarding Mr Park's comment the language that we used in the agenda description is actually the prescribed um say fiber language in the brown Act and the title is actually conference with real property negotiators the first line lists the affected property um and it's enough for it to give the address or the Assessor's parcel number we gave both the brown act requires that we list the agency negotiator which means the The Negotiator on behalf of the city that's there in closed session to receive the council's direction and to update them when we said negotiating parties that's a requirement of the brown act to list the principles the interested party um with respect to the negotiations about which staff are seeking Direction in closed session and then we listed the topics under negotiation um so it's it's not optional it's mandatory that we list the items in the closed session in that way and we've done that in compliance with the brown act we have received information from the fair and I wonder if Peggy may want to comment

at doing fiber optic infrastructure in the city and maybe start building out the city's fiber optic Network and you know during this year-long process of me banging on about this it turns out the Public Works actually had totally listened to all of that input for myself and many other members of the public who have been talking about this concept and they had engaged an outside consultant who specializes in fiber optic infrastructure for cities they had talked about all the different options you know could we use this money toward this bigger end goal of doing fiber optic infrastructure and it turns out for a number of like very practical reasons we couldn't namely that there is no Ami technology that can plug into fiber so that's kind of out but they had come to kind of an overall strategy and it sounds like right now and I don't want to speak for public works for my understanding when they responded to that was that the city is looking at installing fiber optic infrastructure that's condo to it whenever they're doing road work sidewalk work and existing utility conduits are exposed our city is trying to place conduit that could eventually hold fiber so we're kind of slowly building out that infrastructure for the future whether we just Advocate to have more private fiber providers come into the city or have the city deploy some small-scale Fiber Network maybe for EMT police fire or maybe something larger but just wanted to give a huge measure of appreciation to the entire

comments and I'd like to start with council member schrips thank you okay I attended uh two meetings uh this last week one was for the North Bay Water reuse Authority uh meeting and the second one was on uh the generation H uh Symposium that they had on um rent and the human price of housing cost of Burden so I'd like to report first on the water reuse Authority for the North Bay um it was probably the first meeting uh with lots of new people also we're just kind of introducing each other uh but they were excited that uh they have been received the grants for recycled water and Petaluma has received these grants and is working on them and so it's really nice that we have a group of a whole North Bay that all of us are working but the Petaluma has um is has some recycled water piping going in with the Cooperative Grant process that that is happening so so we're getting a personal benefit from this Cooperative type of organization um several of the folks felt that the reusing of of potable water uh so recycled water which I finally looked up to what it actually was and it's using recycled water for even for drinking water they said that's probably um a huge benefit and use that's down the road here as a possibility to look at um uh of the of the biggest Savings of water if we ever end up in a water uh drought situation again so we need to be prepared for maybe looking forward to that but anyway that does a few huge future that we're looking as a possibility the other thing that
they're worried about is sea level rise and um Sonoma County has its own um monies going into modeling sea level rise and what to do about it but Marin County is working with this group to uh go after received a grant to actually um study sea level rise throughout the Marin County and the Bayside to see what needs to be done so that's another project and several of the folks from several of the counties also agree that they'd like to look more closely at sea level rise and responding to it and what we need to do so there'll be future meetings coming up on those two topics there but that was the end result of that meeting there um the other meeting um was from generation H and there was a report I'd recommend everyone read the article that was in the Press Democrat the day after on two days after our last Saturday it's also just electronically just came out I think yesterday today on Argus Courier and should be in in Friday's paper for sure but you can look it up the the actual summary and it was written by Paulina Anita and actually did a really good job of summarizing what was happening at that meeting and what was proposed so in general there is a 80-page report that was generated over a whole year work on their own funded by themselves to look at what is the actual cost of um the housing crisis in Sonoma County um it's a little bit of an eye opener we all knew a little bit about it and uh um but that the depth of the crisis and the impact of the crisis on everybody um is

is pretty high and that there's a huge tax burden on everybody to deal with the housing crisis and we need a lot more housing and one of the things that the um the HUD director the regional HUD director came in and one of his phrases is that since 1980 we have not produced enough housing for the people in the U.S and that that started the crisis and we need a lot more housing throughout and we've just been we're been behind the ball ever since the 1980s on that so um housing being the um both a solution but it's also a a cause and a domino effect um that is happening and so it's a very complex issue but it is the highest single cost that everyone has in paying for their housing and that the actual stress on folks that are um even folks making above average income um there's a large number of folks that are still feeling stressed most of their money uh because not a whole lot of money left over after the housing and then just maintaining their families so they talked a lot about the financial crisis that a large section of our population at all levels um are facing and we need to work on um so Tony this is talking about the um and the lot of data says there this is data generated they had a statistician put this all together uh just to give you an example just uh hundreds of charts of data collection of um all about the monies the folks the consequences the results uh how people are suffering from the housing crisis anyway it's a excellent report it's it's now electronically
in Spanish for everyone to look at um and they can even get a hard copy in Spanish if you so wish uh and you can get the hard copies also but the article was with so I just recommend you reading the article um that should be published in Friday's paper in the Argus Courier to uh follow up with all the little details about it rather than going any much more detail now so let's ask my report thank you council member posake thank you mayor um we had a COC board meeting um a week and a half ago um one positive was that we had a subgroup do a little negotiation with the Sonoma County Housing Authority and negotiate a uh a little bit of an increase uh it depends the percentage depends on how you define it but a little bit of an increase in the uh in the number of housing Choice vouchers that turn over in a year then the percentage of those that will go to chronically homeless folks um uh second thing was that the uh our lead Agency for the COC which is Sonoma County is convening a racial Equity work group to Begin work they'll begin at an April meeting of the membership of the Continuum of Care and this group will be um working to improve access and outcomes to improve our racial Equity situation finally we continue to consider a long-term funding plan which is still not final and I would also comment that I attended the same presentation by generation housing that John shribs did and um you know I think it boils down to housing as medicine when I was practicing I used to love

giving a lecture that I called exercise as medicine and housing dwarfs that in fact thanks thank you council member now thank you um I am very honored to be part of the council member that gets to go to the Downtown Association and be that liaison so I have meetings on better next day and we have some very important dates coming up we have Saturday April 15th at noon to one at the Museum is our Good Egg award and this goes to Mitch and Barbara Lynn this year and the Grand Marshal of the 2023 better next day parade is Rebuilding Together Petaluma um kind of the housing element of our um of our our world right now our reality so that's really neat to have that as a Grand Marshal and then if you would like to volunteer your time carrying a banner for the better next day parade they will train you they'll give you a t-shirt you're invited to the thank you um party which is a lot of fun and um they need Banner holders and people in the parade in between to hold up those signs that say who the sponsors are and then the following week a week later is the antique fair and that's downtown on Sunday April 30th from eight to four so those are the petaluma's kind of our Founders Day parade and the whole town is down there and we're also um talking about the rest of the year downtown we really want to support our Merchants downtown but they have a little bit of complaint about what their businesses look like after the bars close so we have to really think about what we're going to do to

future of the airport and it's a really important aspect of our community to have an airport and yesterday I went to the Petaluma Women's Club and I presented a proclamation to the Baha'i group and it was lovely I stayed and watched their performance and couldn't stay for the food unfortunately but it was really it was quite an honor and I really appreciate um mayor McDonald not being able to attend so I was able to and that's it thank you councilmember Healey thank you I've got a few things briefly here um the North Bay division of the league of California said cities I had its quarterly meeting last Thursday night in Sassoon City so I got to experience the horrific commute that so many people who work in Marin and Sonoma counties do twice a day I just did it once that was plenty um and the speakers were new assembly member Lori Wilson uh former mayor of Sassoon City and then Carolyn Coleman the executive director of The League of cities it was a good conversation about League priorities Statewide the one interesting thing that I would share um uh assembly member Wilson mentioned a bill that's working its way through the legislature that would help on housing since that's come up um and it would basically um I'm not sure if I don't know the precise details but it would either restrict or eliminate the use of credit checks for rental which would allow a lot of folks with Section 8 vouchers to um more successfully get rentals so that sets one to keep our eyes on um the water
advisory committee met this morning in Santa Rosa the key point is that the budget draft budget which we saw a couple meetings back was approved by the group and sent on to the Board of Supervisors that was not a unanimous vote which is unusual but it did pass even under the um the weighted voting um that's in the restructured agreement in terms of the reservoirs as you know everything's doing very well um just on Lake Sonoma it's at about 270 000 acre feet of storage right now um the water supply pool caps out at 245 000 acre feet so that extra um 25 000 acre feet is water that normally would have been sent down the river to the ocean but we get to keep it there now because of the forecast informed Reservoir operations which the Water Agency has put in place in recent years and just to give you a sense of perspective 270 000 acre feet of storage what that means is um the Water Agency for all its customers Petaluma Santa Rosa the other contractor sells about 42 000 acre feet of water a year so that's several multiples um and of course there's water that needs to go into the river to support the habitat but that's still a really great position to be in and then I have two other pieces of news one quite good and the other one not so good um I learned that Burbank housing was able to close escrow on the property on Petaluma Boulevard South last week by the traffic circle for their future 50 unit affordable housing complex so that's good note news they actually own it now and

then the less good piece of news um we all know about the uh the closure on 101 last week at Olin poly um to allow a natural gas line to get relocated um what are the main transmission lines supplying Marin County um and that was done successfully and very well the bad news is that that's going to create about a six-month delay in the completion of the 101 widening through there because of the way they had to do it so um anyway that's all I had thank you councilmember barnicle thank you Mr Mayor um I will have a lot more to report out at our next meeting because I have like six meetings coming up but I've only had one um appointment meeting since our last council meeting it was with the Petaluma GSA groundwater sustainability agency we approved the budget we got an update on their ongoing metering projects and the implementation of that and then um the they gave us an update on the initial rollout of the feed program I think we we heard about that last year and they went forward with sort of a modified fee approach and it was very successful um I also took a tour of the North River Apartments recently um I wanted to get in there really enjoyed the amenities and look forward to seeing that get um get that see that get rented then I've been in ongoing communication with um three or four different people around the Garfield Paving and or Garfield Paving and just um concerns about speeding on that street especially after it gets paved so looking forward to seeing that come

forward thanks thank you and um I had some comments for the the evening too um we signed and submitted the city's housing element to the state and thanks to all who helped get that major task done there were a couple of revisions uh the number of building permits for new houses in the last year uh went from 63 to 249.
Councilmembers provided direction to staff, including support for the proposed location at Lucchesi Park and a larger Phase I design proposal. Council also asked for additional information on proposed funding sources to be provided during the upcoming budget meetings.
11. Resolution Recommending Appointments to the Sonoma County Mayors' and Councilmembers' Association to Fill Vacancies on Regional Bodies and Finding This Item is Exempt from CEQA Pursuant to CEQA Guidelines Section 15387(b)(5) Kendall Sawyer, City Clerk, presented the staff report.
um but 104 of those were affordable deed restricted and so that's a you know a very high percentage of affordable in there and um the number of the number of new houses stay the same at 123 but wanted to note that 73 of those were affordable deed restricted and uh yeah the the housing crisis and what we're doing about it is is front and center for all of us I'm sure I also attended the Wiffle ball rotary fundraiser uh Sunday and at the Miracle League complex there were 32 teams involved this year but uh the point of bringing that up is uh what a great demonstration for what the community can do when they pull together the Miracle League facility itself being a a Community Driven project and then um the teams out there all doing fundraising and the business support in the community it's just one more thing that says that petalum is just a great town to live in and with that coming I'd like to pass it off to our city manager for comments thank you mayor council Community we have two upcoming workshops one is regarding the Garfield repaving and that is on April 12th and you can find more detail on our website and we also have a city the first time City budget overview Workshop kind of a City Finance 101 and that is going to be on April 17th and for those that are curious what what the status of the tenant protection ordinance um we were supposed to have that tonight and we've moved that to April 17th and we're hoping um that the draft will well the draft will be available when

of an ordinance approving purchase and sales agreements for right-of-ways real property on um various Parcels on McDowell and Redwood way and um any additional and any additional right-of-ways for the North McDowell complete streets project and authorizing the city manager to execute these agreements and all other documents necessary to complete the purchase and sale and finding this action is exempt from sequa pursuant to SQL guidelines section 15301 existing facilities um and I am now introducing uh Ken eichstat to present on this item thank you very much good evening mayor McDonald council members in public before you is the first reading of the ordinance approving the purchase and sale agreements of Rights of ways of real properties for the North McDowell complete streets project your action will allow the closure of key sidewalk gaps along the 1.75 Corridor mile Corridor of the project this is the remaining four easements needed to complete the North McDowell complete streets project the council previously saw the initial four easements on February 6.
this is the first reading of the final four for a total of eight purchase agreements um as an update on the project it has been proceeding with underground utility work curb ramp installation sidewalk installation and roughly a third of those elements have been completed today so the ordinance was amended today to capture the final easement that came in and uh I respectfully uh request asking the council to approve this amended ordinance thank you thank you very much any counsel questions on the item council member cater Thompson I don't really have a question I just have a comment that it's been a real pleasure watching that project move forward and it's actually happening very quickly and I just want to thank staff it's a fantastic to see sidewalks finally down in an area that is very much needed so that's my comment councilmember Healey thank you so I would concur wholeheartedly with that my question was more for the City attorney though because I did notice that attached to the staff report there were three agreements and now we hear there's a fourth one that came today so can you just assure us that we were okay on the brown Act without yes um thank you councilmember Healey and and we included language in the ordinance that authorizes the city manager and I to to approve any final tweaks that we need we've gone quite exceptionally believe through the last agreement um I think there's a meeting of the minds with the parties um and this I understand from from Canon staff
is that this action tonight will help keep the project on Pace just one follow-up question that was the fourth one I noticed that the three agreements were between fifty nine hundred dollars and eighty two hundred dollars each as the fourth one in the same range no it's it's it's more substantial um because it's a bigger area can maybe if you can elaborate yeah the the valuation uh performed as part of the the right-of-way acquisition was roughly thirteen hundred feet square feet that were uh needing to be acquired um there's no there's no sidewalk in this area and it's it's a it's a lengthy section that distinguishes itself from the prior ones that just had sort of smaller areas that needed to be acquired this is a full length um along the roadways so I just I went through the valuation agreement before the meeting to make sure I understood and and it's um you know they they um third party valuation they go through a very descriptive way of um for the cost on that and um it's just a much larger area and can they give us the the figure on that uh it's um 41 41 and 500 I believe okay thank you thank you and at this point we'll move to a public comment on this item and I'd like to check with the city clerk Mr Mayor we did not receive any public comments on this item prior to the meeting and I have no speaker cards from those in-house um do we can we run the zoom invitation members of the Paul pending online who wish to speak to speak item on the consent calendar should raise
their virtual hand or press star 9 if participating by phone or or on this particular item rather than consent to um but uh do we have any hands raised and we do not have any hands raised thank you very much then that closes public comment on this item I bring it back to council council member of our nickel yeah um thank you staff for doing this I know it's uh not the probably the most fun work to do but it makes a big difference in the community to have continuous sidewalks and making sure people can get around so thank you very much and I'm happy to move the item thank you and um council member posake a second comment Mr shares um just I just want to thank Ken and the staff for continuing with this project making it move slowly I just want some some clarity um can we just have a statement that this the monies uh like 43 000 is coming out of the grant monies that we received and not out of these uh basic City budget just so the folks know that and that would be in the form of a question sort of a question okay okay I think we still have uh the engineer on um call um we um there is not a not a direct Grant on this um so it's either traffic impact fees which is the where this would actually be pulled from likely and I I would want to confirm this you know with with uh Corey on on the financial side but um traffic impact fees and and active Transportation elements have typically been paid out of that so but we can definitely um you know I I would say put that comment in there
and we'll make sure that that is addressed thank you Ken and I um council member schribs I would just add that it's kind of the cost of doing business for us to get those sidewalks in so that traffic mitigation our street fund um you know we we uh we have to combine a lot of funding sources to get our roads paved so um so I really appreciate it Ken and and that's that's kind of the cost of doing business and if I could add just right so just a brief comment that Sergeant um one of the things that's so exciting about this project is not only does it improve accessibility but it approves um accessibility for for people with disabilities and it makes um it it avoids what what some may view as dangerous conditions for both the private property owners um on Whose property we're getting these easements and also for the city because their shared responsibility between the private owners and the city so it's a it's a big win um from practical standpoint and um and mobility throughout the city and from and for Public Safety you know I just want to be able to thank both the the engineering staff but also the financial staff for helping out make sure that this is working that we're all being creative and making this happen in the best way possible so I just want to make it clear that this isn't just um an easy thing that's coming forward but it is difficult and it's being worked on in a very creative way by many people to make this all happen and we're really glad that it is thank you
we have a motion in a second may we have a roll call book Barnacle yes cater Thompson yes Healey yes now yes host okay shrubs yes McDonald yes motion passes unanimously thank you um now we're moving to um item nine uh public hearing to receive comments on the city's 23 24 proposed Community Development block grant program annual action plan and resolution approving the annual action plan and authorizing the city manager to sign all documents required by the Department of Housing and Urban Development and finding this item is not a project pursuant to sequel guidelines section 15378 and tonight making the presentation we have Sarah wolf from our housing specialist good evening good evening Mr mayor council members staff and members of the community this is the first time I've had the pleasure of addressing counsel so thank you for having me here to share a proposed program with you um many of you are familiar with the Community Development block grant program which I'll refer to as cdbg program throughout the presentation but just to provide some background see the EBG is a federally funded block grant entitlement program which provides flexible funding for Community Development projects and programs to assist individuals and families from low to moderate income households our next slide please [Music] um the item before you this evening is a public hearing to review staff recommendations discuss proposed projects and receive public comments on the proposed cdbg draft annual
action plan for this fiscal year and we will briefly go over the program timeline available funding and the proposed programs for funding and at the end of the presentation staff along with our non-profit Partners will be here to answer any questions or address any comments you may have next slide please um the cdbg program timeline began on January 26th when we posted public notice in English and Spanish and The Argus Courier and the housing webpage this notice included a technical assistance meeting February 9th to discuss the program and eligible funding activities we accepted applications through February 23rd after the deadline staff reviewed the applications and from there we drafted the cdbg annual action plan and posted for 30 days on the webpage and for public review and comment this evening we are having a city council public hearing to receive comments which will be considered and incorporated into the draft action plan which will then be submitted to HUD for approval next slide please um the available funding and eligible activities uh because the city of Petaluma has a population of over 50 000 residents we are an entitlement jurisdiction and the city receives an annual entitlement Grant based on the national formula um for this fiscal year the city has received an award letter confirming three hundred and thirty thousand dollars most of our cbdg activities can be grouped into seven categories the slide before you highlights the eligible uses that the city could
use the funding for in the future I'll give you a few seconds to review this slide a few things I would like to highlight are the federal requirement that dictates up to 85 percent of the grant to be used for housing and capital projects as well as 15 percent of the grant to be used for public services um slide please so for this program year we received three applications and before you our staff recommendations for discussion we have our ppsc Meals on Wheels program which serves as approximately 325 seniors ages 60 and older ppsc's program leverages cdbg funding with State funding grants and other agency resources the Meals on Wheels program provides a vital community service helping low-income seniors age in place providing nutritionally balanced meals social interaction and Senior related services that are needed for the growing number of seniors in Petaluma ppsc requested 49 436 dollars and based on the funds available staff recommends 49 500 which would meet the 15 cap for public service funding next we have our Rebuilding Together Petaluma program which is in its 27th year serving as the city's Rehabilitation arm they work to pervert preserve existing affordable housing and provide much needed home modifications for elderly and disabled owners tenants and non-profit facilities that serve low to moderate income clients modifications are generally for accessibility Roofing plumbing and electrical repairs additionally Rebuilding Together is working with the city to
achieve our climate action goals through making upgrades on water and Energy Efficiency and when feasible replacing gas appliances with electric Rebuilding Together requested 240 500 and staff recommends two hundred and eight thousand five hundred dollars which includes five thousand dollars rolled over from the previous fiscal year pep housing has a project for an elevator renovation at 579 Vallejo a 40 unit senior housing development for very low and low income residents the total project cost is roughly a hundred and fifty five thousand dollars they requested one hundred thousand dollars and the city was able to roll over funding from a previous year for a fence replacement project that was the funding was not used so that would cover about 50 percent of the project cost for this repair um and pep will leverage other funding sources to cover the additional 50 of the total project costs um it is staff's recommendation that the proposed funding for this project be at seventy six thousand dollars thirty five thousand of which is from this program year and 41 000 rolled over from the previous program year and lastly for administration funding 20 of the award or sixty six thousand dollars is eligible for administrative costs and staff recommends A reduced amount of forty two thousand which represents thirteen percent of the total CD BG allocation with the additional funds shifted to support projects and programs slide please um so tonight the action requested a council is to
conduct a public hearing asking for Community feedback and comments and adopt a resolution approving the cdbg fiscal year 2324 action plan um and approve the allocation of funding to our non-profit partners and authorize our city manager to sign all the program documents staff and Community Partners are here to answer any questions or comments you may have thank you thank you very much um and um Council and a question around here um I guess I have one question I notice that um you know funds are limited I wish there were a lot more funds for the programs and we've had to not fully fund the proposals to not fully fund certain programs but um in the meals program I'm wondering if there's a comment that can be made about like how many meals that is and how it is the program serving 100 of the need and uh or is it constrained in other ways you know there's a real we feel a real need in the community for these kinds of things and so I'm wondering what percentage served we're at foreign or home delivered meals sorry about that um is um reached a capacity during covid we got up to 10 000 meals a month prior to covert we're doing 3 000 meals a month our federal funding has stayed relatively flat so that this forty nine thousand dollars is a huge plus we currently do have a wait list for our home delivered meals we suspected that the number would drop after covid and it didn't what we found is those homebound seniors that were forced into shut down and lockdown did not continue to age
in the same fashion that most of us aged as we were working along they aged quicker it was almost 10 times full and so many of the seniors who would have been able to survive covid and then come back out and do grocery shopping and those types of things have not been able to do that and so we're seeing a lot of pressure on our programs in order to continue to provide those meals this last year we added two additional routes we do all of our routes with uh uh volunteers and we're one of eight communities in the United States that delivers a hot meal 365 days a year so that's this community we heard that earlier about the the person who moved here and found found a place this community takes care of our homebound seniors in a way that nobody else can so thank you for the question any other questions on and I guess the follow-up is is some is there a plan for the wait list folks that's being Homebound and unfed is not good yeah so so what we do is we we navigate and negotiate with our case managers and our home delivered meals staff um it's important to recognize that we do that with five people and none of them work full-time um so what we do is we take the priority of the most frail and move them around and just just move them as they go for example we recently had the fire here in Petaluma and the senior and a family member were displaced they were receiving home delivered meals for three days we delivered their meals to the hotel and now we're delivering them into their
temporary housing so we stay connected with these seniors as they continue to age in place thank you let's move to public comment and open the public comment period now and I'd like to ask the city clerk if we had any comments on this mayor McDonald yes we received four comments on this item prior to the meeting which are all posted online with the agenda packet wonderful and thank you I have no uh in audience speaker cards submitted but uh let's have the zoom opening in the script thank you members of the public attending online who wish to speak on this item should raise their virtual hand or press star nine if participating by phone foreign and I do not see any hands raised thank you then we'll close the public comment period on this item bring it back to council and I see council member Barnacle excuse me mayor I apologize oh it does look like we have someone that raised their hand just one moment and asaya Gonzalez I'm going to allow you to speak you should be able to unmute yourself and undress the council good evening um mayor council members um I just wanted to because no one else was making a comment uh say thank you so much to the programs and the services that have continued to provide for those communities um it's absolutely amazing the work that they do on such small budgets um it was sad to see numbers go down again understanding limiting funding but um I really look forward to initiative coming out and finding more funding so that we can continue to provide
those Services because they are so important and just again thank you so much to the people who put in the work um and the volunteers who put in their time thank you and that concludes the online public comment thank you and that concludes public comment for the evening and we were a council member barnacle I was gonna say pretty much what Miss Gonzalez said and then um thank everybody all the all the groups for all the work you do I know it's um it's Hero's work so thank you very much and I'll move the item thank you councilmember Healey so I'll second the item and just wanted to point out that you know ppsc's home delivered meals program is great and feels feels a real need but it's only one part of the programs going on in our community to to help food insecure people there are several food banks that put out enormous amounts of free food um every every month so I'd be happy to support this item good is that a second second yes thank you council member uh Janice a quick comment I got a call from somebody from Youngstown talking about the mobile home um that was on fire that was on fire um the fire department got there very quickly but that Rebuilding Together is there to help them put the roof back on and whatever work needs to be done and I'm just grateful for that but what she also said is people that get Meals on Wheels sometimes they're now cutting their meals in half so there's really a food shortage you know for our seniors and mobile home parks and probably around
the entire community and I just want to share that and I apologize but I have allergies so please bear with me thank you councilmember now um I just wanted to say thank you to everybody involved in getting moving this forward there is ways to donate the better next day I believe they're going to have science with the QR code at least nod your head she's giving me a thumbs up and they're gonna and you can scan the QR code with your with your phone and it will go right to the website and you can make donations uh so the um Grocery Outlet has a huge um Meals on Wheels displays everywhere and how to help out through your shopping for um an easy way to to donate back to the community and to the Meals on Wheels so and all the um oh they're all just wonderful we just live in a really wonderful community um council member posakay so I might as well jump into uh just to uh shout out to these groups again because uh ppsc does far more than deliver these meals and Rebuilding Together also does much more specifically their work with all the tree plantings I've taken part with with relief so thank you thank you all thank you and uh that uh let's see we have a motion and a second and uh like a roll call vote Barnacle yes cater Thompson yes Healey yes now yes Chris okay yes shrimps uh unanimous yes I think McDonald yes motion passes unanimously thank you very much and uh now we're moving on to item 10 on our agenda and which is a presentation and input on a skate park community outreach
design considerations site analysis and recommended location at Lucchesi Park this is not a project pursuant to California Environmental Quality act siqua uh section 15378b5 and uh tonight to kick off the presentation Drew halter our director of Park and Recreations thank you thank you thank you mayor good evening council members staff and Community um again I'm Drew halder director of Parks and Recreation I'm joined tonight by Bjorn griffenberg a project manager with the public works and utilities department also online virtually we've got Matt fleegy who's the CEO of grindline skate park Incorporated at and also just want to recognize Communications uh Jessica Medina here tonight and we also have George Howard engineering so this is our team and we're all very excited to bring forward updates regarding the skatepark design project tonight so before I hand it over to Bjorn to truly to really walk us through the evolution of this project I'd like to provide some context on how we got here in 2018 Sonoma County voters passed measure M which is a parks for all General 1 8 cent sales tax dedicated at supporting local and Regional Parks many of you likely recall in 2019 staff really concentrated our efforts on engaging the community in a broader conversation about prioritizing future investments in local parks and activities and it was during this time that the during the original Community engagement and Outreach here that the skating Community showed up in a big way and
strongly advocated not just the need for improved conditions but opportunities for skating throughout Petaluma so you moved from 2019 to 2020 as a community we experience increases in participation rates across virtually all outdoor activity as we were and others were experiencing the impacts of the covid-19 pandemic but really since then regions and jurisdictions have been looking to bolster investments in providing more safe multi-use age-friendly infrastructure to accommodate the growing need skating scootering BMX biking or sports that experience the spike in usership not just locally but across the regions that have really been sustained this momentum of the sport highlights the need to provide more opportunities for varying ages and abilities to play here locally so in 21 and 2022 the city council took action to allocate the initial funding for a new project to engage the community on assessing a redesign of the existing skate park and evaluate additional City Sites to expand skating opportunities elsewhere that was followed shortly thereafter by city council action to appropriate additional one-time funds from the American Rescue plan act towards the eventual build out of a skate park design project so that really kind of takes us to where we are in in 2223 where in December uh this uh Council awarded a contract to grindline Inc a renowned and widely respected skate park design and construction company and since then grindline staff have engaged the community and hit
the ground running with a strong level of input from from all the folks that know it best our community of skaters and Community Builders so with that I'm going to introduce Bjorn rippenberg to take us through this Evolution this project and we'll be here to answer questions thank you thank you drew good evening mayor and council members and apologies in advance to many of you in the audience for whom this is your third or fourth time hearing this exact presentation um so uh Ken lucky goes to the next slide please so we're going to quickly cover some of the background focus on the the first round of Engagement we did in this project to kind of get you up to speed where we are today um walk you through the site analyzes for four potential skate park locations and then we're going to turn it over to Matt who is the true skate park Guru to talk about his firm's approach to designing new skate parks and then also talk about some of the phasing that we've discussed for this project and then wrap up with next steps next slide please so Drew covered a lot of this already um our our skate park here in town it's loved it was built in 1997 it's actually now among the oldest in California but as we all know it it lacks features and and standard Park amenities such as lighting accessible access water fountains restrooms shade that would encourage participation among a broader range of Ages ability levels and user groups um with all the background Drew provided and the discussions with
around measure M this project was included in the council goals and priorities and um and then we were we awarded the contract to grindline skate parks Inc in December of 2022 to start looking at the future of skating in Petaluma uh next slide please so and that's the goal this project is to partner with the community to chart the future of skating and all those other related activities such as BMX rollerblading and freestyle scootering in Petaluma and we assure you that when we we refer to this as a skating project but that is an all-encompassing phrase that includes those other modes sorry real quick do you mind advancing the slide Kendall yep thank you there we go all right next slide please so looking at our timeline Council authorized the city manager to sign our agreement with grindline in December and we've made really good progress since then we've hosted one meeting each month and with each building on on the previous one and we're coming to you now at a critical juncture before grindline can begin developing site-specific conceptual designs for Community input over the coming weeks next slide please so our first round of Engagement kicked off in January with an online survey that received over 220 responses as well as a community Workshop attended by over 75 people the key question in the first round of Engagement was whether the city should prioritize renovating the existing skate park or focusing efforts on designing and constructing a new skate park or even
multiple smaller skate parks 77 percent of online survey respondents and 78 percent of Workshop attendees expressed their desire to preserve the existing skate park and focus efforts on a new large skate park and based on the feedback that we received grindline recommended that a skate park of about 20 to 30 000 square feet would satisfy the community's needs and for comparison the existing skate park is about 14 000 square feet about 12 000 of which is considered skatable understandably as this came into focus in that first Community Workshop many in attendance asked us the city to pursue a phased approach if funding for the project is limited which would enable the community to skate each phase as they are completed next slide please so the subject of our second Community Workshop in February was the site analyzes for four city parks that could potentially accommodate a new skate park and those analyzes looked at the strengths weaknesses opportunities and threats uh with primary criteria including the available footprint existing amenities such as lighting and restrooms sight lines into the park to ensure safety and then proximity to schools shopping other activity activity generating uses and accessibility by different modes of transport so over the next few slides I'll just walk you through at a very high level uh the key findings for each of those four city parks next slide please first Park we looked at was Kennelworth and as you know this is subject to the ongoing or
the upcoming Park redesign project and this park was presents a sufficient footprint assuming about one third of the park is available for an active recreation use like a skate park so the total footprint for the park is actually about 66 000 square feet and so there you see the available area 22 000 square feet reflecting that one third of the uh of the overall footprint that would be available for a skate park this is the most Central of the four parks that we looked at it's accessible by all modes of transportation it's obviously very close to the library teen center uh the existing skate park and one of the Intriguing opportunities is the potential for it to be delivered with that larger Park redesign project the weaknesses and threats that we identified there are no existing there's no existing lighting this is currently a dawn to dusk Park so any extension Beyond those hours would be considered a new use of this park and there are also no publicly available restrooms for the park currently we also saw that there could be potential complications with the larger Park redesign project and that this would require installation of fencing because of the proximity to the busy adjacent roadways of East Boston East Washington and pay ran next slide please leghorns Park was the second Park we looked at um obviously a very popular Park accessible by all modes of transportation it's located in um an area with there's a lot of shopping several schools in the area this is not a dawn
to dusk Park so you do have existing lighting for the sports courts there and and there are also some existing restrooms nearby the biggest downside with this site was The Limited footprint this is the available area is about 14 000 square feet again roughly the size of the existing skate park and this size really uh did not seem to meet the skating community's needs was the feedback that we heard it's also located on the edge of the city and would require some fencing due to proximity to the road Snow Mountain Parkway and the sidewalks surrounding it and I mentioned fencing um without context sorry I'll back up a step there um that was a criteria suggested to us by grindline when they designed Parks they really prefer to design parks that have a natural buffer and don't require fencing it's just a more inviting um uh Ambiance and um and then with fencing the reason you need that is because skateboards tend to exit skate park and they can fly out into roadways and onto sidewalks and um so prefer to have natural buffer where possible so next slide please next Park we looked at was the Casey Park and this is in the um sort of unprogrammed space surrounding the uh adjacent to the the soccer field one of the Little League fields and the um the tennis courts this park offers the largest footprint of the parks we looked at it's the second most Central accessible by all modes of transportation um and one of the highlights here is that it's accessible by the Lynch Creek Trail which
is obviously our Premier non-motorized Crosstown connector it's located in a popular park close to schools shopping and several youth activities we have existing lighting and restrooms so there's Lighting on the soccer fields and on the tennis courts there are also restrooms nearby this is an area where given the characteristics not being near a roadway or sidewalks would not require fencing we could do the natural buffer around the edges and there's potential to incorporate the berms and trees at the site biggest weakness or threat identified for this park was limited parking especially during Little League weekends or other times when the park is when Park is busy and the trees would require some ongoing maintenance you know as they drop leaves onto the into the skate park but that would those would need to be cleaned up next slide please the Fourth Park was Wiseman park again sufficient footprint plenty of plenty of space to build uh it's a flat stripe flat site really without any constraints has existing restrooms and this is one where we would not need to build fencing uh however it's located on the edge of the city it's the least accessible by transit of the four Parks it's located in a residential area it's not really close to any schools or shopping or other activity generators and this is also a dawn to dusk Park so no existing Park lighting at this park [Music] uh next slide please so this is just a quick summary um that includes all the information that just
covered and I'll um just pause here shortly before we move on to the polling that we did at our second Workshop all right we'll move on to the next slide please so we uh at our second Workshop we walked grindline Walked through each of those locations and their strengths and weaknesses and then we used live polling Via mobile phone voting to First rank the parks in order of preference and that's these are the results that you see here the Casey Park came out on top with an average rank of 1.3 or a weighted rank I should say 1.3 Kenilworth was second 1.9 and then if you'll go to the next slide please we asked attendees to then vote for their preference between those top two ranked Parks from the previous slide and you can see Lucchesi came out on top uh with 34 votes compared to kenilworth's 14.
next slide please so we took this in March then to the recreation music and Parks Commission for their review and feedback at that presentation we received unanimous support from the Commissioners for this project overall and for the pursuit of a new skate park at Lucchesi Park we did hear some concerns about the Fate about the phased build out and Matt will be touching on that shortly and then we also heard a strong desire to preserve and incorporate the existing trees on the site into the design next slide please so with that I am very happy to hand it off to Matt fleege from grindline skatepark sync he's their CEO got a lot of fanfare here in the skating community and he's going to uh virtually talk you through their approach to designing new skate parks and also talk a little bit about other phased builds they've done around the US foreign go ahead and go to the next slide there um as Bjorn said I'm Matt flicky uh CEO at grindline skate parks um we've been doing this for over 20 years I've been with the company for actually almost exactly 20 years um and we specialize in design construction of cast in place concrete skateboard parks next slide please um you know at grindline over the last 20 plus years I feel like we've we've designed and built just about every type of skating terrain you can imagine uh you know if you look up top on the left there whether it's a large uh big flow bowls shaped in the state of Texas or um incorporating you know Boulders and rocks and
things that we find at the time of excavation into the design accent lighting um skate park art projects there at the bottom in the middle you can see a bacon and eggs skatable bacon and eggs in a frying pan that we did with the pop artists up in Washington state as well as celebrating local identity um just to the right of that you can see uh the large crescent wrench extension which was Powerhouse skate park in Jamestown uh um birthplace of the crescent wrench or just to the right of that uh a park we did in Wenatchee Washington which is the Apple capital of the world and we did a little apple Bowl incorporated into that design uh next slide please and just real quick want to talk about our design philosophy it's a it's a three-prong philosophy the first uh being organic flow and that's really um you know we take all this laundry list that that the skating Community gives to us and we have to arrange it into a cohesive design um where spatial relationships between features makes sense there's room to set up there's room to do your tricks there's room to land safely and right away um so really how we kind of arrange arrange those features into a layout that makes sense um two being the latter of progression so when we design these Parks we don't we like to try to avoid segregation of skill levels um we like to design and all-inclusive park that's basically fun for all ages and skill levels to skate everything um so it's you know it's there's spots you can learn on and
progress um your skill level and for those more advanced users um it's a fun place to skate or scooter or BMX for years and even decades to come and then third is uh integration and context so integration um and context we we when we design and complete a park we we really want it to either feel like it was always there um or was always meant to be there um these you know these can be big masses of concrete and we really want to do what we can to sort of soften um the implementation of these facilities and like I said just make it look like they were made to to fit into the Park's surroundings next slide please and these are just some kind of examples of integration um up top on the left there we've got uh just completed Park so not a lot of the vegetation I've grown in but uh you've got a bio retention facility in the middle of the park there which takes all the water feeds native plants um before it goes into the ground or gets taken off site just below that integrating green spaces within the skate park itself also you see some integral concrete color there to just kind of soften um soften the look of of the concrete and again make it make it feel like it fits into the site um up up top kind of uh center right you can see just working around existing vegetation um and then to the bottom bottom right there this is a part we did in Star Idaho just kind of um local identity um shown here where the city wanted these integral color uh concrete Stars placed throughout the design
which you can see in the foreground there so just a few examples here uh next slide and then a couple others uh just a couple to note um middle left there park we did in uh Hana Maui Hawaii and we we did these skatable volcanoes to represent the volcanoes of the Hawaiian Islands um just to the right of that is a project we did in Burlington Vermont right next to I believe it was Lake Mayfield um big Sailing Community so we did this big concrete skatable concrete sail and just in front of that you can see it's a manual pad feature shaped in the state of Vermont um up top to the right of that it's this is uh the north Houston skate park 78 000 square feet and they like to be bold in Texas um you got the Texas Star there showing in the in the middle of the street plaza area and again the um in that photo kind of top right uh giant flow bowl shaped in the state of Texas um to the right of that this is a project we did with a local artist where um the local artists did sort of this um continual mural throughout the park on all the vertical non-skatable faces of the futures um and then below just again incorporating Boulders found during excavation to sort of separate the skate park from pedestrian area and also act as as seeding and even some of these rocks are actually skatable next slide please and just to talk a little bit about um phased approach so really what we got back from the community in these public meetings were was that the community really wants to see something
happen now with the funds available which are limited um so we are recommending a phased approach and I know that can municipalities can kind of see that as a scary scary term um but we've done several projects where we've had a lot of community backing throughout and successfully design and constructed multi-phase projects so this is uh Manchester Vermont um phase one was six thousand square feet actually during phase one they came up with a little bit extra money and we did a phase 1.5 adding a little bit more square footage um two years later they gave us a call backs and they're ready to do both phases two and three um which you see on the rendering on the right side of the screen there don't have a photo of that one because we we basically uh just beat the winner with our last concrete pour but we've still got to do a little bit of landscape restoration out there this spring as the snow's melting um next slide please that's another multi-phase project in Portage Wisconsin um this one started out with the phase one of uh four thousand square feet um a few few years later the funding was made available for the phase two of another three thousand and then finally phase three which we just finished this year uh 3 500 square feet um that uh what looks kind of like a Target what you see there in uh in the center is actually a a curling Puck I actually forget the correct term but um curling or Portage being the the birthplace of curling in the United States um actually this
project uh was one dedicated individual kind of led the charge over several years and he actually works for us now as our skate park procurement specialist so I got him a career in skate parks uh on to the next one please uh just another example Winter Park Colorado phase one eight thousand square feet uh came back I think it was about four years later to do phase two of six thousand square feet and in that photo on the right hand side you can kind of see just based on the tinting of the concrete um the the sort of phase one version in the little bit lighter concrete color and then the sort of more darker shinier on the coming around the left-hand side for phase two next slide please and then just one more this is a Newton County Georgia and this project um they only have the funding for phase one which was a smaller 2500 square foot um project which we completed two years ago and then through um grant opportunities they actually funded the the larger phase two an additional ten thousand square feet and you can see the rendering below there um again which we just just barely beat the winner on that one too uh this year so waiting uh waiting for some nicer weather for photos um go ahead to the next slide and this is a Black Diamond Washington where uh we're just wrapping up design um should be going out to bids soon and four different phases um considerable Park size um and yeah on to the next slide and this is just kind of us you know in a very rough examples showing spatial
relationships for kind of the approach we're looking for um for this project phase one being a smaller Park three thousand square feet and that is basically the goal um there is to utilize the available funds um that the city has now also accounting for final design our our current agreement is for site for usability and conceptual design so that's allowing some money for final design construction documents um bid documents and then uh construction there and then looking forward to another two phases of approximately ten thousand square feet uh next slide please and these are just uh some rough order of magnitude costs um these are estimates based on construction today in the state of California um so again phase one around three thousand square feet we're looking at right around 300 000 which we feel is going to be about the available funding once final design is completed and then phases two and three um looking at about 854 000 each and Below we just have a project contingency which we usually include during design as we move towards final design and bidding next slide I think is this uh we're going back to you Bjorn yes Matt thank you so just to wrap this up uh next steps um we are looking to uh cut grindline loose on the conceptual designs for the most sight um following your feedback this evening uh continue to develop the phasing plan and exploring public and private uh Partnerships and funding opportunities and just to note the majority of the as Matt alluded to the
majority of the 463 thousand dollar approved budget will be needed for the project development costs and then we will also explore upgrades to the Petaluma skate park the existing skate park to make it more user-friendly and accessible while preserving the the core elements and character of the skate park um without diverting funds from the budget for a new skate party and the next slide is just uh busy revisiting the timeline showing again where we're at in the process for the current contract with grindline they are scopes to take this through conceptual design so we are planning to do two additional Community workshops to review and um uh nail down those finalize those conceptual designs before we would then consider moving on to construction ready designs and with that we will turn it over take questions thanks thank you very much great presentation and uh questions and uh council member Shred well thank you I love the concept of skate parking um I remember uh when I was pre-teen I had my little wooden boards my metal skates which I broke apart and made my skateboard and tried to do tricks in my backyard and cement there so I definitely agree it's an exciting thing to do um so I fully support and we definitely need things for the teenagers um so the concerns that I would have uh for some questions I might have um in in the prior in the skate park we have now there were times where there was some roughness going on some bullying going on it was all fairly resolved and
everything but basically you have a um a youth sport here that is basically unsupervised by adults uh Dr Pierre so we'll with a larger skate park and with a faster speeds maybe with higher Hills and with more things people can get hurt on and things will we have um some adult supervision of some sort at least over overseeing of some sort uh just in case of injuries um or any other interactions that are inappropriate so that would be one of the questions I would have because most of the sports we have are are coached by adults uh this is like independent teenager activities so supervision how does that happen um so and also increasing the risk does that affect our insurance plans or anything with uh having that in in the city uh for insurance costs or potential risk potential there um I'd like the idea of the shade trees um I'm all about about trees I'm sure that the teens cement gets really hot in the summertime so having some shade or even shade cloths overhead so in small areas so I saw that was included in some of the skate parks so can those be and there was a president they said mention of preservation of trees and berms that are already there in that location um so I just want to make sure that that is possible to include in that design um and then there was a mention of uh BMX uh bikes um that could also be included in activities so could that be included in in the design portion as well as all the seating areas for acceptable um and if it's pretty large um could we
actually hold tournaments here um that would be at a pretty Regional level if it's a really nice skate park very much larger uh that's the 50 000 square feet total that's possible um could we actually build something that is um Regional or even National level and have tournaments here is it going to be that good and that large enough to support that and then finally um and then when when it is finally built who who's going to do the organizing and scheduling of events and activities that are there from all the number of people that are going to be showing up and a long list sorry um thank you council member I've been taking some notes but if I miss any please stop me and um I'm gonna cue Matt here to address some of the um I guess design Solutions he has around fostering spaces that um you know people can feel safe about but I think your question about supervision um to answer your question uh no there's there's not an intention to to supervise this park amenity anywhere anywhere else that we would in the sense that I think the idea the philosophy of Brian line is to really integrate this play space into a coherent part of the park I think some of the issues from my experience come with confined spaces of conflicting use is essentially too much activity within one one error and sight lines you know when you put fences you put kind of blind Corners in areas that are more prone to issues that come out of fat so I I think if I want to hear from Matt that um you know a lot of
these challenges can be addressed through a design a cohesive design that really incorporates this this play Space within a larger footprint of the park and there are there are many I think an important Park amenities that offer that drop in non the team's commitment to types of plays that are important to Foster the same as you would pick up basketball um you know a blacktop in a sense is now there's certainly opportunity and we we all love those opportunities to organize um community events and Gathering Etc I think there's certainly an error an area of opportunity there but more importantly I think is offering those opportunities for those drop-in type uses that don't require much equipment um but also leave it open-ended for times that work for our communities mixed schedules and Matt before we go on to the shade question do you want to talk about um some considerations you take into the design talk about areas that can be safe absolutely um we touched on a little bit Drew but um you know I think we take big consideration into septed principles which is crime prevention through environmental design and that's um how we situate the park the skate park within the existing Park and and having those available sight lines and you know being careful with using natural buffers and things like that so that the park the skate park itself still feels open and part of the park and not the segregated um piece to where you know even something just as simple as a fence can can kind of
promote this kind of Separation where people think that they can do things they shouldn't be doing and get away with it um also just the fact of designing a modern day skate park for all ages and abilities I mean really what we're trying to do is activate the space that we're designing in and that includes you know multi-generational skate families where you're going to have older older users kind of taking charge and uh showing leadership within the space and also that's part of the public input process as well you know we're getting design ideas from the community but we're also really trying to instill a sense of ownership and stewardship with for these users making it clear that you know we're going to come in and design a world-class facility and um you know it's gonna get built and we'll be on to the next one and from that point this park is your guyses it's the users and it's up to you to um be good stewards and and you know call people out for uh doing things that they shouldn't be doing in the area and that I mean we've really had success over the past couple decades with that approach um and yeah I mean it you know it can be a challenge like skate parks are they're an unsupervised uh youth congregational area um so I think just applying those principles really helps and and makes for a successful design successful Park um where basically you know the the things happening in that space are what it was intended for um and as far as uh you know being being a regional
draw or potentially hosting um contests and things like that absolutely I think that's our goal with this with this approach is we we will have to prioritize some of the terrain um within the phases you know each of these phases kind of needs to be able to stand on its own but also um work as one cohesive Park when it's all said and done and and that's the goal is that we make sure that um the final design includes all these key components that are that are sort of check boxes for for things like X Games qualifiers and even Olympic qualifiers and things like that thank you Matt and just to kind of round out some of the other questions council member um as far as organizing can there is a process in place and we foresee a similar one um in renting or issuing permits for exclusive use of any park land would go through the Parks and Recreation Department and that's the fun stuff to get to that point right where you have a facility that you can organize uh gathering around and the mayor mentioned the Wiffle ball tournament in his comments tonight you know yes that that permitting that organization goes through department has a oversight for it but each of these sites have those champions in this case it was a miracle Eagle North Bay that that really kind of works closely with the Departments to host these types of events so that would be I think no different in this case or how we foresee it and then the shade question we really there was a large replanting effort as you're well
aware with the relief Aluma um you know close to 100 trees which we want to preserve and give life to at Luke Casey Park so the design was done in a way to to allow ample space for this and there are some more tree and berms and sycamores that we wanted and we heard feedback on preserving those those trees as best we can as part of the design and shade is critical we know that so allowing that kind of that canopy to exist and working with it is in is in our our best interest as well good yeah one thing you didn't cover was the BMX bikes if there's those are separate events or can they be used compatibly with skateboarding at the same time or do you have to kind of segregate the two well I hope great question I think I hope we hear some hear from some kind of BMX uh users tonight I hope so but my understanding of Matt's step in is you know when you design in your philosophy you you really are trying to design the best scalable surfaces and and whether that's scooters and BMX there's a there's a place um in this park for that but Matt maybe if you want to talk specifically about BMX and incorporating that into design um yeah I mean all all the all the skate parks we design are are intended to be all all-inclusive all-wheel friendly to all uses um you know there was there was a time earlier on in in my skateboarding life that uh it was a little it was the relationships between BMX riders and skateboarders was was a little tense but I think over the years everybody's learned to
respect their uses um the others uses and and get along and I think it's just making sure that you that we're doing a successful design where there's not a lot of crazy like intersections where people can get um blindsided or you know um kind of traffic jam type of seal deal and we we keep all those those directions the paths and lines through the park lineal um so that everybody can practice whatever their desired uses um together without um causing conflict okay uh council member barnacle thank you Mr Mayor thank you for the presentation um uh my question goes to um in it so the big the problem with this so far has been budget and at the first community meeting I know there was you know some some people saying we should just spend the budget we have because we might lose it um and are you intending to add any like the the phasing that was put forward there um sort of assumed that we're not adding any additional budget in are we planning to put any additional budget in next year's budget to maybe allow for a larger phasing one that's a that's a great question um you know that's really what what the exercise is now you know is we've gotten to this point we've really tried our best to keep this going as aggressive as we can so we could have a conversation in this year's budget process but do I have a number for you no but those are conversations that are happening daily and we hope to present some recommendations on potential funding sources just don't have those to give to
you tonight so follow-up question for for Matt here um is 3 000 square feet really like I think it feels like if you were to build there's there gets to a point where it might be too small for a lot of people to actually congregate is there sort of a sweet spot for a phase one where you actually build a park that's you know like really usable or is that you know do you think three thousand square feet is enough foreign I think ideally big big picture um you know probably more than 3 000 square feet is would be ideal um but I think I think this the phased approach and showing showing the community that that look this is happening at least step one of this is happening and you know what we've really tried to communicate to the the skateboarding BMX scooter community in these meetings and and and you've been there um is that you know it's part of this is going to be on the community to find to help find funding and keep the momentum going and and that's what we've seen on so many of these multi-phase projects is is strong Community backing and you know fundraisers finding finding uh funders in the community who are willing to to help make it happen and whatnot um so I'd say ideally probably for Petaluma a park larger than 3 000 square feet is is definitely ideal um but I mean I always kind of joke that skate parks are like chainsaws you buy the biggest one you can afford I appreciate that that's a great analogy um is there is there a size that if you were say like what is a
reasonable like if there if 23 000 is where we're trying to get to it like we're going through the budgeting process right now right so this is the body up here that can try and find the money if um you know what is you know a reasonable size do you think for a good phase one where you know we we could actually make it really usable and and also um not totally break our bank for everything else we want to do sure I mean I would say I think ten thousand square feet for a phase one would be a great goal um or you know potentially being in a position to be able to to stick with the the sort of phasing limits um we're looking at now and and be able to do a phase one and two at thirteen thousand square feet I mean that's comparable to the existing skate park footprint but um I think you everybody will find that in a modern day skate park design there is a lot more usable skatable terrain than than that is currently within the Fourteen thousand square feet at the existing Park great thanks so I guess my my comment back to council as we think about going forward is just um if we because they're going to go back and create concepts for the phasing that um we sort of give direction of some sort of scale of what we think phase one might want to look like and I would just like to I'd like us to look at maybe a larger phase one if you can okay council member Healey so um thank you for the presentation it's a lot of good work that's gone on here I had two kind of related questions for for
Matt um and I appreciated the um very creative photographs of parks around the country with all the local uh quirky design features but um one one thing that I noted um in in the photographs is all of those parks are what I would describe as pristine um uh in contrast to our existing state park or skate park which is painted all over in kind of a disorganized way and like I guess people like that but I wanted to know what best practice is considered to be in the industry uh on that regard and then secondly in a related question uh on the uh the heat island issue um I I think we're going to have limited success with shade trees in terms of keeping the temperature down at least for the first few decades um and I I don't think we want to have a situation where the park is you know rendered unusable in the summer because you could crack an egg and fry it on on the concrete surface right the question is are there any paint treatments or similar types of treatments that can radiate how out heat and keep the temperature down thank you not we're not aware of any any sort of treatments to to moderate the temperatures on the actual skatable um concrete I think the key is having some some uh some sort of successful shade relief and I think you're right that maybe you know shade trees are a great long-term um long-term solution but having some some sort of shade structure shade sales or something like that would would definitely be uh worthwhile looking into um I mean skateboarders are
pretty resilient but uh I think yeah just having some some form and um you know off in the grass off of the concrete for a minute take it taking a breather or whatever [Music] um that's pretty much suffices in in most locations even some areas quite a bit quite a bit hotter than Petaluma in the Summers um and as far as as far as graffiti I mean what what we recommend is um in order to keep apart pristine or as close to it as possible is is Swift action by the city um right off the get-go I think if uh you know graffiti artists and whatnot um if their work can't be displayed and it's it's taken away before anybody gets a chance to see it um that's the ideal solution and when we have a whole o m packet with recommended uh removal tactics and whatnot um as far as how to successfully get rid of it without without hurting the concrete thank you back to council member schribs okay so a couple of uh questions are talking about phasing and then monies and cost so can we get a clear picture of um currently phase one is estimated about 300 000 and and more for the others uh how much money is available now and how much money could we generate quickly if we did actually a fundraiser of some sort so that we could increase maybe phase one to maybe double that size or even make it the 10 000 to start with as a phase one and then adding in two smaller phases after that um so can you explain the the financial aspect of this over time where we are now and where we can get the money in the
future um because we we work miracles here in this town so uh for something like this people would would maybe contribute a fair amount and make something happen quickly so what are what's the possibilities here thank you councilmember I'll just um kind of repeat with the the current approved budget um and the fiscal year 2022-23 budget was uh 463 000 for this project and that Matt that tracks with the um the measure M and the uh the arpa funds that were um allocated to this project so that's that's what we have currently and that's what we're looking at for um you know that's what's informing what you saw tonight with you know we're thinking about the project development costs to get this up to construction ready design um and then and then that was that was the basis for the the proposed phase one of three thousand square feet um was you know we kind of gave that budget to Matt and said what could you build with what you think you'll have left and and he came came up with 3 000 square feet I'll hand it over to Drew for future considerations yeah and then thank you for the question as far as um you know next steps you know really we're at a point that critical point where we need input on a commitment from the city to um ultimately select a site that works for our community I think when we look at other projects that um really kind of benefit from a community stronger Community Partnerships that's really where the the project starts taking off is when you have that vision
and commitment for the space and then you don't really know um who who are those kind of um stakeholders they're going to help carry it across until you've kind of made that commitment on the city standpoint for the property if you wanted to weigh in city manager yes I've been chomping at the bit um I believe that we've got some some funding coming through our Parkland development fees for 2024 maybe half a million dollars so yay um good because uh um I'm thinking that we have um I know I've raised teenagers here and it was always a problem with okay where can we go what can we do um we have a couple of things that the teenagers can do that seems to be our missing Gap we have lots for the Youth and lots for the older folks to do here in town but but the teenagers seem to be missing in our spectrum of activities that that we're offering here and I think if the public was asked especially with the story of this is a high need for to get teenagers working together um I think we need to make that ask and see what we can raise um before we uh actually spend the money on this phase one we I think we could probably double we might be able to double that uh if we actually ask the public to chime in so I'd like to try that also and if we can increase phase one of the larger size foreign I just want to say uh that I'm a big supporter of the project um I think Lucchesi is absolutely the correct space um I'll come back to that in a second and I think it's awesome that we've got grindline
on board um I don't think 3K is a good Park um I I knowing what it takes to do a public works contract uh trying to come back for a second bite for even more than that I mean you're better off getting it right a larger first phase and um I think what a larger first phase about the funding and I think the funding is partially a challenge to the supporters and I hope that when we get to allowing them to speak that uh they talk about what the fundraising plan and their contribution will be uh to to this project and uh just by way of context I have a long history with skateboarding as Tom Gaffey will testify to and um my kids grew up on this park and um and I had a half life and backyard and I've got a video of the kids dropping in off the corner fencing into the boy you know video you know as a parent you just don't want to see video of them of the they and the friends uh going rooftop to Rooftop um um even doing the the 14th Step at Kenny's in hagstrums I mean you just you know and if it was only the success video it'd be a lot more fun but they filmed the ones that aren't successes too um and I've been to more Castle events than uh care to mention uh that goes back a ways doesn't it and um and I know we could host a similar thing and I know we could just you know permit it up and close the park off um but could we I have a concern about where at lucasium it's big long and you identified piece of the lawn uh my concern is uh the the other user groups there which are is that
soccer the Casey pitch there and uh you know have we engaged got feedback from them because um basically the um the games on that field run back to back to back you know start to finish start to finish and so teams warm up in the off areas just beyond the berm area and you know we'd be taking some of that away and so I think there's more grassy area that we can push the park a little bit to one side preserve some of the warm-up areas of that and uh also balls leave the field more often than you want and if they're dropping into a bowl and somebody's got you know with cleats on his run over and trying to go down you know and most skaters will probably toss the ball back out pretty quick but uh but I'm concerned that there isn't a better layout there and I would like to give grindline the latitude to design it so that it has a buffer space between this port field and and uh and not necessarily on both fences that are impacted on this but at least on one of them so there is still overflow space for the the warm-up of teams that are there because I think there's enough room to accommodate everybody at this site and we engaged all users of this Farm yeah I think we are um you know working closely with Communications you know all of these meetings are are open um we're really trying our best to get the word out in a Petaluma way and I think that um once we get a commitment to the site you know those efforts will be doubled down on you know where the other stakeholders that we're
not hearing from um you know to your point to you know I think there's a lot of opportunities there too as families you know create different activities that you've got siblings that may be attending games and opportunities for those that maybe would normally spend that day in the park you know get a free ride um things like that so I think you know when you look at kind of the holistic design of a community park you're really looking at you know are you you know playing it in a way that you're you're allowing for the future growth of the sport but also understanding that you know skating is is mainstream and you've got an opportunity here to to maybe um you know use Parkland in a way that's um you know beneficial for a group that has unmet needs right um and and I like the engagement we've done with the skate Community I appreciate Bjorn's direct invitation to everybody to attend tonight um but I think that petalumaway is not to Broad invite groups but to directly find the group that might be impacted in a sleep keeping on this action and and say do you know what the impact to you will be and you should come to the table now because otherwise you're going to be disappointed later so um I think we need a little more invitation but also with the sensitivity that if there's space to slide this and the the PowerPoint showed there was latitude and I'm not sure there's any design constraint that wouldn't allow it to move but why would that's the feedback as I would suggest get it
away certainly the uh the berms around the field are The Spectator space right now they're the bleachers for the soccer field right now so they should be preserved um on the long length of the field um so um those things would be great um I'd um I expect someone will say something about whether this should be a fenced opportunity or not or weather Landscaping would be adequate I would love for uh grindline to drop in uh um a landscape detail and just write nodding contract and I see on the plan so that relief could come out and do exactly what because I'm sure John had relief out there doing uh um all the trades necessary to do the perimeter in no time um and um I'm also open to the idea of calling it a permanent paint space so I mean I think that more conversation um that could be had as well as uh you know we have too many too many uh vandalism graffitis and no no permanent space so um I'm open to the community identifying whether that's a value to them or not and um so in the end my question of can we move it is really a just a request that we do give that to consideration and um with that let's open public comment and um I have um quite a list um let me check to see if there were online mayor yes we received four public comments on this item prior to the meeting which are posted online with the agenda packet thank you and I have about 10 and possibly more in-house and I'd like to check our Zoom audience to see and if you would make the script reading please members of the

so that's um 13 ish um let's set the public comment clock at two minutes this item and um give everybody a chance to speak on it the first Speaker I have is Matt Sharkey and that's to be followed by uh Timothy Lane welcome thank you I'll be much faster because I thought I had one more minute but I'm going to start with some numbers and then I'll go back to personal context um since we don't have current census on participation numbers for Petaluma specifically I wanted to share U.S national numbers from the sport and athletic industry Association participants for 2020.
for baseball there's 3.6 million for basketball there was 4.6 million for soccer there was 2.2 million for skateboarding there was 8.1 million foreign to our city so under the jurisdiction of the city of Petaluma Parks and Rec there are 10 tennis courts four pickleball pickleball courts 16 baseball fields eight soccer fields if you count our 15 Public Schools there's an additional two dozen baseball and soccer fields half a dozen tennis courts and more than 30 basketball courts we have one skate park that's 30 years old so clearly we have a very underserved Community a reflection of some of them is here tonight the ones that you see that are my age and older are not just here supporting the youth but also still skate ourselves so it is a wide age range and we have a huge underserved Community here to speak a little bit on a couple of things brought up real quick council member schribs in terms of bullying and injury I served as a member of the board of directors for Petaluma Valley Little League and there was far more bullying than I've seen in baseball than there have been in 35 years of being in skate parks across the country from an injury standpoint in 2017 the U.S consumer product safety commission received from ERS in the United States 98 000 skateboarding related injuries 435 000 from basketball so that's one example of you're not dealing with anything that's worse from an injury or bullying standpoint I have a lot more to share but I'll reserve it for another meeting
thanks I could just chime in briefly and let all the public know it is only two two minutes tonight but you're always welcome to submit your written comments even after tonight's meeting to the city clerk and we do share those with the council thank you next speaker Timothy Lane to be followed by Tom Scott greetings mayor and council members I appreciate your service to our communities and thank you for your time um I've I've lived in Sebastopol now since 1996.
I was part of the skatepark committee there you know for the last I'm 53 years old now it's been half my life raised two kids in Sebastopol um just wanted to really just thank you for this opportunity um you know everything that we put our hearts into as as uh Elders in the community we see the fruition of um Maybe not immediately but maybe a decade later we've had kids in Sebastopol that are 10 years old uh when the park was built um then we were trying to get lights for the park they're 18 and they're articulate they're speaking in front of the city council um the old guy can go up there and talk for days uh when these youth come up and talk it it it makes a difference these kids are here and it takes guts to stand up here and I'm just very I'm very proud to be part of this community because these youth um they receive a lot from our community there's a lot of intergenerational um support and and guidance that happens but it's not hey buddy you got to do this it's just it's really through actions and it's it's through our um unspoken behavior that they they really benefit from a great deal uh regarding um graffiti Sebastopol we really benefited from having a separate graffiti wall it's much better to keep the space clean keep it free from you know slippery uh when it gets wet foggy it can be dangerous so um and I support lukasi I really think that that's a great location so um thank you for your time and have a good evening and uh Tom Scott to be followed by Eric faith
foreign here's uh last week's Argus Courier front page it's uh got officer zarati flying through the air like he's doing karate Petaluma Police Officer picture him in his uniform right there he escapes the Phoenix in that uniform sometimes he's always there he's a good man hit him his finest here's Minna a resident hero taking third place in Rio de Janeiro she's uh probably going to the Olympics here's another one these are all from last week's Argus there's another one revamped the skate park could lead to a new one where they say oh excuse me I'm gonna read this now uh an old idea that is uh again taking on a new life and then Drew says in this article uh with a go uh I don't know if it's a quote with a goal of getting more people to go outside on those half pipes and here is the uh Trojan Tribune from Petaluma High School's newspaper the last month's issue where they uh got a photo of the old piece of junk scooter park that we're stuck with uh where he quotes a local skater Junior Aiden Sharkey who is Matt's kid he's uh the media manager there at petalum high school and said he's been involved in skating his whole life and feels the current Park in Petaluma is outdated that's a pervasive opinion uh becoming more prevalent with the passing of too many uh percolating opportunities that come and go so uh here's another one from the Trojan Tribune by Izzy Noble who's on their staff and he's talking about the new skate shop at uh your time have is expired okay wow thank you
Eric face to be followed by Jessica Brown foreign I just wanted to come and give my support uh to the skatepark idea I think Lucchese is a great location um I was very impressed with the analysis it was done um considering all the all the things to consider with the site that's a great place to do it the phased approach I wanted to express my support for that get something to skate we'll have a contest on our curb seriously like we just want something to skate and we will build it we'll you can add on to its modular nature Escape Warden some of the concerns I mean I don't think I need to make a case for building a skatepark but I wanted to address maybe some of the concerns I Echo what Tim said about Sebastopol let's not paint the surface Santa Rosa's like that it's ice it's dangerous but Sebastopol I like what you said gotta have a space for it and they did they have some success there so that's a good example to use um and uh I did take a few notes on what you were talking about um sharing the space with the soccer uh I think grindline has a demonstrated Proficiency in this type of design they brought up a lot of good points um on that you know BMX versus skateboarders and traffic control we look out for each other he's talking about the design of the park and that's all taken care of um we did used to fight with vmxers but over the years we figured out it's mutually beneficial for us to work together so I don't see that as a as a problem adult supervision lack of it's not
an issue that's a exclusive to skateboarding you're going to find that everywhere right so but like Tim was saying us older guys look out for the kids we have our kids there skating so um it's just a good family cultural thing for all all the kids here so I'm just I'm really excited I think they're doing everything right so good job Petaluma thanks thank you uh Jessica Brown to be followed by Aaron Brown right hi [Music] um I prepared something to read but I don't think it's going to work in two minutes so um what I'd like to say is my husband and I moved here 22 years ago when we were pregnant with our son tiger when he was in sixth grade he met with the mayor at the time I think that was David glass who listened to him talk about how we needed a new skate park that was in 2013 he was told we have a skate park at that time I was not comfortable with my son skating at the skate park we have now it was dangerous for a whole host of reasons so we became a family who filled our cars drove kids to skate parks and all surrounding cities surrounding counties my husband did an LA trip at one point I mean just we really focused on making sure the kids knew that there were ways to get to where they wanted to go in 2019 we attended the measure M meeting where we you know had this really exciting beautiful meeting the skate Community turned out there were so many kids showed so much support for this either rebuild of what the existing Park was or a potential new park the very next day I
think it was the first fire season broke out and Petaluma became the evacuation Center and Parks and Rec got very busy and for all good reasons so it got put on hold then more fire than covid then more you know and but all the while we are seeing other things get funded there are Fields being funded tennis courts you know a lot a lot is happening and these kids are kind of being displaced over and over again we we have our family has looked at this as as a pretty glaring inequity where you know for 60 bucks you can get a skateboard you can even go to the Phoenix and get a free skate thank you your time has expired oh there you go basically thank you and uh now Aaron Brown let's um keep the Applause it's not the thing we do again yeah okay um Aaron Brown to be followed by Tiger hi uh all right I'm wrong Mr Mayor thank you Council thank you um there's not much more to say than hasn't been said but um I just I'm really happy that you're up here and you're listening to us and things are moving forward Drew and Jordan it's been amazing what you've done for us um Mr schribs I heard what you said about it and uh I got my first skateboard over 40 years ago and I was skating yesterday like it's not just for teenagers it's this amazing community all ages ethnicities incomes skaters don't care it's a it's kind of a model of how I want our entire Community to be in uh it's very positive and we take care of each other and we look out for other people in the community and um I'm just
really happy this is moving forward thank you thank you uh tiger to be followed by Willie Swain all right hey my name is Tiger Brown um yeah again like most of it's already been said but I grew up um in Petaluma skating like basically all my life um yeah it really um was definitely something that changed my life I built like all of my most meaningful relationships Through Skateboarding and um yeah that was all through the Phoenix Theater because I went there one day um they had skate ramps for me to use and I didn't know anybody but um yeah I built a crew of friends that are um yeah my family now all because we met Through Skateboarding and it'd be really great to now let the Next Generation grow up with uh better place for her not a better place but a a more skateboarding oriented place that has um all the obstacles that we need and support from the community so you don't feel like um as much of like a an outcast for doing it that'd be really great uh I think that's all I have to say thank you great thanks and uh Willie Swain to be followed by Tyler Lynch hello uh good evening mayor uh Council uh Bjorn and Drew and Matt I hope you're still on the zoom thank you um without skateboarding uh I'm sure that a lot of the people in this room wouldn't be where they are today I know for me personally it's changed my entire outlook on life like every time I'm driving past the street or driving on the street and I see a stair set I'm like oh that's something I should be able to skate
or a ledge that's there it's like I want to do a back 5-0 on that or a handrail it's like oh I want to go down that it offers a sense of joy and freedom that it's rarely seen in other sports I know I've tried pretty much every sport that there's did like there is to play and nothing comes close to um the way skateboarding has made me feel and as tiger said before me all the interconnections that I've made through it it's really helped me grow as a person and see all walks of life and I feel like it's almost a necessity that other Generations get the same opportunity as I did to make those friendships and learn so thanks thank you uh Tyler Lynch to be followed by Joel Huckabee thanks mayor thanks uh city council members been grew up here in Petaluma I've been using Escape Arc since it opened in 97 as a skateboarder and eventually uh for the last 20 years I've been riding BMX um as someone who has been using the park for a long time it's really exciting to see something new as someone who was able to do this at a professional level and still have many people that are friends with that are doing it at a professional level having something new can definitely be really exciting to Bringing people coming in as everyone behind me knows and I'm sure they've been able to travel and they'll seek out new parks so having something like that to attract more people to town would be would be great and could help other aspects of the town as well as far as issues um with bikes and
skateboarding I had the privilege of working at an indoor skate park for 10 years six of those here in Petaluma and four in Santa Rosa and having it be a mixed-use space for BMX skateboarding scootering wheelchairs people on Rollerblades really everyone's kind of looking out for one of you for each other and that's one of the great things about the community everyone kind of coming together looking out for each other helping one another out and just having a safe space to to do what we love so look forward for progress on this and thanks so much for your time thank you Joel Huckabee good evening mayor and City Council meetings uh City Council Members sorry um first of all I just wanted to express my gratitude uh thank you so much for allowing this to be a public interface where we can interact with you all and come forward to support this measure um I also wanted to express my gratitude for the team that has been working on this uh it's so exciting to see the really awesome uh positive progression forwards and also thank you Matt on Zoom for uh you know being the spearhead and providing Petaluma with a new skatepark That's so exciting um there is so much positive sentiment uh in this room towards this project which is incredible and um I can only say for myself and everyone here and who could not make it that we all have our personal stories with skateboarding and how it has helped us progress in our lives and our personal development and my quick two cents is I've been
skating for over half my life my older brother Nathan taught me how to skateboard in 2020 he um well he struggled with mental health for a while in his life and in 2020 he took his life uh and skateboarding has always been an incredible outlet for me um with whatever I'm experiencing and feeling and moving forward uh after my brother's passing I personally dedicate my skateboarding to him and also uh it is the number one medication to keep up here feeling good for myself and I know many other people skateboarding and BMXing scootering roller skating all of those are no rule Sports where everyone comes together has a good time and rolls around and it is an incredible way for all members of the community all walks of life and all ages to get together and have a good time and what more can you ask for with that so uh without further Ado I just want to say thank you thank you your time has expired and uh very excited for this thanks so much thank you and uh that concludes our in-house speakers I'd like to turn it over to zoom for the two members we have there actually have a third member um asaya Gonzalez I'm going to allow you to speak you should be able to unmute yourself and address the council I think everyone um I'm sorry I'm at home with my two kids um I just wanted to say that I heard the comments earlier about the the look of the current skate park and um as an artist who has painted in those Staples um I just want to say that with what we're creating for the community um
I think that there's so much room and opportunity to include the artistic Community as well um there could definitely be programs to set up changing scenery by season um inviting artists to come in and and change the murals and to let it be a living breathing space um it might also be a way to mitigate the heat uh if we were to consider I liked what ultimately brought up about pink colors um just something I wanted to throw out there to think about and Tanner Marvel I'm going to allow you to speak you should be able to unmute yourself and address the council hey uh this is Tanner many of you in the room I know and I apologize for not being present but work takes me elsewhere mayor and Council crew thank you so much uh many of those who have already spoken have said most of which I wanted to say so I'm just going to keep it to some appreciation and some kind reminders I'd like to say thank you to Drew halter Teresa Barrett and Peggy Flynn for the support and the huge Kudos since 2019 when we came together when we were starting to organize for measure M uh there was a lot of energy in the room and that momentum continues let's not forget the momentum thank you now to Drew Bjorn and Matt for the continued support on the project and some kind reminders um I am not a teenager I'm 29 years old I am a professional that works full-time and pay taxes and I've been skating for 18 years skateboarding is diverse it is inclusive of all folks I am friends with seven-year-olds and I am
friends with 60 year olds all of which I share the same space with when we are in a skate park um something else I'd like to reinforce is trouble at the skate parks is not brought by skateboarders you've got trouble on basketball courts you've got trouble on tennis courts in an Alleyways skateboarders did not bring those uh let's remember that and lastly and appreciation I just like to say thanks to city council um it's fascinating the way that you can sit on this long table and not always pay attention to what you may like or what your May feelings what you may be feeling about the situation in the room but um you have the ability to represent the people and clearly the people are speaking on behalf of this project and the positive energy that's moving it forward so thank you and Sheila b I'm going to allow you to speak you should be able to unmute yourself and address the council um thank you so much Sheila Baker here thank you I am a lifelong bicyclist who happens to be crazy nuts about BMX I love it and I feel that I think that BMX is kind of the ballet of bicycling um the elegant beautiful wonderful I would definitely attend a tournament or a um can you try to speak closer to your microphone please oh sorry about that can you hear me now yes thank you okay thank you sorry I just want to say that if there is a ever an event or tournaments or something I would love to know about them because I would like to attend um BMX is a very honorable part of bicycling and hopefully
people remember that that it's um it's many many things um but it's just it's just the greatest um in the world so thank you so much and thank you city council for uh considering this and and thank you to everyone for the work that you've done thanks and there are no more hands raised fabulous thank you um and I just want to State our appreciation for all the input especially the young people spending their evening with us a lot of young people don't want to spend the evening with us thanks for being here and back to council and council member Healey so this was um a productive evening um and um I think I can briefly provide the direction that I want to provide on the points that staff is looking for number one I do support moving forward at Lucchesi at the site indicated I think the mayor indicated some um potential constraints with neighboring uses that need to be worked out but I think they're solvable um and then I um appreciate the city manager jumping in with a funding source that could be tapped in the near future to raise the size of the first phase so I expect when this comes back and maybe a part of the our budget discussion we can talk about upping that and I don't have a particular number in mind but you've identified a funding source that will be very meaningful so is there any other direction the staff is looking for from us okay thank you and councilmember Barnacle um likewise um I concur with Lou Casey I definitely concur with a larger phase one um also just
want to thank all the community for being patient with the process um it doesn't nothing moves fast in government um but you know at the end of this you'll have a design that'll keep you hooked in government for the next several years because you're going to want a 23 000 or 25 000 square foot Park someday and um that is the the beauty of government is you'll get your first you'll get your first bite um and then stick with it because one day we're gonna have a beautiful big beautiful skate park so really appreciate everybody showing up also um we heard a Kudos in our general public comment about the Ami from the public work staff um but I wasn't at that meeting but I was at the two skate park meetings and they were exceptionally well run um grindline is clearly knows their stuff and has a lot of confidence from the skating community so I just want to give you know Echo all the kudos to the city staff who have been moving this forward and um I'm looking forward to seeing phase one get built thanks EQ council member cater Thompson um I like the location at Lucchesi Park I would also like to make sure that phase one is larger I don't think 3000 is a great number to start with and I think um and I also want to thank Matt Sharkey for enlightening me on BMX and you know having to learn um about it and I just think that there are a lot of Youth in our community that there is not um activities for and I think this is a great location and I appreciate all of you speaking and looking
forward to more funding so we can move forward on this with a larger phase one thank you uh councilwoman now well thank you and I want to really thank all the members in the audience because this is the second time I have seen you because I get to have all my questions answered at the parks meeting and you were all there and you all spoke and it answered a lot of questions um I I had to giggle a little bit because um because memberships children are about the same ages as my children when the skate park was first built in Petaluma my youngest was 10 years old he is our skater as an adult as a homeowner he got in trouble for his HOA for having a ramp thingy in his driveway which led into the street so he is very excited to see this and now he has almost three children of his own to teach skating to so I'm really excited to see this and like everybody says Lucchesi is the best location um it does have the best for Transit too um I didn't see that on the list but County and city buses go by lucasi so they can and a lot of these skaters who were also homeowners they take the public transit into the City and jump on their skateboard and get to work so I know they would do it in reverse coming home and jumping off their public transportation and getting on their skateboard is skating at the park and Luke Casey is a great idea and a lot of these grown men and women have children of their own so they're going to do a family day at Luke Casey there's a lot of other things happening so
um and as much as we can put into phase one the bigger the better I think someone said I don't remember who but anyway thank you for all your hard work to the staff to the audience to the council to former mayor to city manager for making this happen um Girl Scouts can build a theater uh you guys are going to build a skate park thanks well uh council member Posse thank you in the interest of full disclosure let me say that my skateboarding career um consisted of the length of about one block okay I wasn't very good at it and I didn't and I didn't persist but in any case I had lots of Friends building their own skateboards out of old skates and one thing I've missed even raising my children uh and and and watching uh um children play if you will um is is missing the fact that when I was young um up through junior high school anyway until we got to high school we did stuff independently baseball basketball football and I really felt it's been a loss that the kids don't get to do stuff on their own and make their own rules and stuff so I'm in total support of this agree with the other comments made I think we've almost got enough for ten thousand square feet now and I think you guys ought to push for 13.
sure thanks okay so um did you wish to speak sure council member schrips oh um yeah so I did start out skateboarding I did finally get actual real Wheels with Barrel ball bearings in it eventually uh so working around that um but ended up um I did buy my son a bicycle to commute at this during college of course which was stolen uh first day it was on campus I got himself a long board and he spent four years commuting from his house to the school on his longboard all four years on that because he didn't even have a car then he got around the whole city that way uh and he actually could get around very quickly um on a skateboard uh doing that so um I believe what you guys are doing and want you to support you as best I can uh if we do need to raise some Community awareness and and GoFundMe and everything I would be supportive of that um I'll even help out with that if you need to so um we'll see where we can go with it all but I think we're going the right direction here and thank you for for continuing your efforts uh persistence counts councilmember Barnacle yeah um I was wondering if our city manager could talk about when the budget meetings will be so the audience might want to show up at the budget meetings I believe when is that Workshop yeah we've got the May 8th Workshop but we will we'll be working hard on um playing with those numbers for the for the skate park all right that's that's the next meeting everybody uh you know I I think of the um the old park uh fondly I
mean when it was created it was the spot and then everybody else followed Petaluma and they just happened to do a little bigger and better uh but it was Petaluma that set the bar that all the others chased and uh maybe we'll be doing that again here um I I do have to say that my 12 year old came home and told me he was a sponsored skater and I said uh what does that mean sponsored skater and he said well the board Asylum will give me 20 off everything you buy me that doesn't sound like it um and I think the same uh challenge exists right now I think tonight's meeting is a uh as a challenger call for action for the skate Community to find independent funding to bring to the party whether it be GoFundMe other sources you know the city will step up and do its share but um really the dream happens if if it happens from the private side as well you heard earlier mention of all the good things that volunteers and activists have done in town to build things be part of that team help that fundraising happen and it can happen uh thank you and I think that concludes if you've got the direction you need then that concludes this item for the evening thank you all for being here and we'll move on to our next item thank you [Music] our next item item 11 and resolution recommending appointments to the Sonoma County Mayors council members Association of film vacancies on Regional bodies and finding this item is exempt from SQL pursuant to guideline section 15387b5 and for this item we turn
to the city clerk thank you good evening mayor and city council this will be brief as noted in the staff report the Sonoma County Mayors and council members Association fills vacancies on various local or Regional boards or commissions when terms of office expire or upon resignations letters of Interest are circulated to all cities by those elected officials wishing to serve followed by the city's voting for the recommendations at an upcoming meeting of the association the deadline for submitting letters of interest for this round of vacancies was March 10 2023.
there are currently nine vacancies on the Mayors and council members Association seats and six letters of Interest were submitted the letters of Interest were attached to the staff report and tonight staff is recommending the council adopt a resolution recommending appointments to the Sonoma County Mayors and council members Association to fill the vacancies and the uh Mayors and council members association meeting will take place on April 20th 2023.
thank you mayor thank you very much do we have any questions from the council and council member Healey so I did share with the council members a letter that Susan Harvey of Cotati had submitted I don't know if she knew what the deadline was but I was talking with her at Suisun City last week and she indicated that she had sent a letter in but it wasn't in the packet so I provided that to council members and since there's no one else applying for those two seats at this time although Miss cater Thompson May um I would ask that we had added Susan's harm Susan Harvey's name for for the um one of the two vacant seats on the North Bay division executive board thank you any other questions from the council and let's open the public comment period have we received any comments from this from the prior to the meeting mayor we did not receive any comments on this item prior to the meeting and we do not have any uh speaker cards submitted tonight from the in-house audience could we read the script for the zoom participation members of the public attending online who wish to speak on this item should raise their virtual hand or press star 9 if participating by phone [Music] and I do not see any hands raised thank you very much with no speakers we'll close the public comments and move it back to council for any last comments or action council member just make a quick comment I I will be applying for the seat that's open um and I guess I will just submit it the mayor and council meeting
