CITY OF PETALUMA, CALIFORNIA SPECIAL MEETING OF THE PLANNING COMMISSION City Hall Council Chamber 11 English Street Petaluma, CA 94952 MINUTES Tuesday, November 20, 2025 CALL TO ORDER – (06:00 PM) ROLL CALL PRESENT: Brent Newell, Brian Goldman, Darren Racusen, Jessica Mozes, Keith Schildt, and Sarah Ebner ABSENT: Brian Barnacle GENERAL PUBLIC COMMENT – (06:02 PM) During General Public Comment, the public is invited to make comments on items of public interest that are within the Commission’s subject matter jurisdiction and that are not listed on the current agenda. Public comments are limited to up to three minutes per person. Depending on the number of persons wishing to address the Commission, time will be allocated in equal shares totaling no more than twenty minutes, subject to the Commission’s discretion (Cal. Gov’t. PUBLIC HEARINGS AND MATTERS FOR CONSIDERATION – (06:03 PM) 1. Study Session – Recommendation to the City of Petaluma Planning Commission to receive an informational presentation on the General Plan Update's Preferred Citywide Land Use Map and associated Land Use Designation Standards as updated to incorporate City Council direction, and including findings from the impact

analysis related to the proposed land use changes and the City's fiscal health, water and wastewater capacity, and transportation network. This is a presentation item only; no decision or other discretionary action will be taken that would require environmental review findings under the California Environmental Quality Act for this meeting item. Chair Mozes announced that this item was not a public hearing and did not require disclosing any ex-parte communications. Special Projects Manager Heather Hines presented on Meeting item 1.
