Public comments are limited up to three minutes per person. Depending on the number of persons wishing to address the Council, time will be allocated in equal shares totaling no more than twenty minutes, subject to the Council’s discretion (Cal. Gov’t. Code §54954.3(a), Petaluma City Council Rules, Policies and Procedures, III). PUBLIC HEARINGS AND MATTERS FOR CONSIDERATION 3. Receive Presentation and Provide Feedback on US-101 Bicycle/Pedestrian Crossing Improvements at the Corona Road Overcrossing, Rainier Avenue Undercrossing, Lynch Creek Trail Crossing of N. McDowell Boulevard, and McKenzie Avenue Overcrossing Bjorn Griepenburg introduced Steven Grover of Steven Grover & Associates and provided background information about the study. (More information and full presentation available at: https://cityofpetaluma.org/101crossings) Steven Grover presented on the Highway 101 Pedestrian & Bicycle Crossing Study with the four crossing locations. Corona Road: • Committeemember Racusen expressed preference for separate northside pathway for safety, especially if alignment with CalTrans possible; for C3 (Improvements on Corona Road), option A • Committeemember Yeager, Committeemember Schleret expressed preference for C3 (Improvements on Corona Road), option B • Committeemember Barnacle expressed preference for C3 (Improvements on Corona Road), options A and C • Chair Tarr, Vice Chair Quint expressed preference for C3, option A

Rainier: • Committeemember Racusen, Committeemember Yeager, Committeemember Barnacle, Chair Tarr expressed preference for SMART undercrossing and provided various reasons Lynch Creek Trail: • Committeemember Racusen expressed preference for a crossing at the southernmost area (L3 Var.3 At-Grade Southern Mid-Block Crossing) • Committeemember Yeager expressed preference for ultimate solution of traffic signal; for now, for now, preference for two crossings at L3 Var.3 At-Grade Southern Mid-Block Crossing and widening sidewalk on west side of N McDowell Blvd • Vice Chair Quint expressed preference for L3 Var.3 At-Grade Southern Mid-Block Crossing if west side sidewalk widened and with traffic signal installed); without west side sidewalk widening, preference for option 2 (L3 Var.2 – Diagonal At-Grade Crossing) • Chair Tarr expressed preference for L3 Var.3 At-Grade Southern Mid-Block Crossing, with the hope of improvement of the bike path turn and an eventual traffic signal McKenzie Ave: • Committeemember Racusen undecided • Committeemember Yeager expressed preference for M1: Replace POC in Existing Footprint or M2: Incremental Improvements, along with more paths where pedestrians and bicyclists wouldn’t need to go through shopping center • Committeemember Schleret expressed preference for M2 but also expressed a priority for feelings of safety (as a woman, especially alone) on the catwalk, which none of the current options provide • Committeemember Barnacle expressed preference for simpler improvements (M2) • Vice Chair Quint expressed preference for simpler improvements (M2) if additional funding is unavailable; if grants and funding for improvements, preference for greater improvements (M3) • Chair Tarr expressed preference for elevator (M4) for increased accessibility; if costs and maintenance unavailable, next preference for acquiring right of way on east side of US-101 (M3: New Overcrossing with Expanded Footprint) 4. Recommendation to Authorize the Chair to Provide Updated Letters of Support for the Petaluma River Trail US-101 and SMART Undercrossings Project

Bjorn Griepenburg presented updated letter of support and explained Lakeville Highway undercrossing. Discuss Ad Hoc Committees Bjorn Griepenburg presented on Ad Hoc Committee Discussion in continuation from previous meeting, gave overview of ad hocs, and described purpose and requirements.
