SO THIS IS THE ELEVATION OF THE SIDE OF THE PROPERTY OF THE BUILDING THAT WE WILL SEE THEM. UM, THE MODIFICATIONS, AS YOU CAN SEE, THE THE EXTERIOR DOORS ARE GONNA BE RELOCATED AND WILL REMAIN AESTHETICALLY THE SAME, EVEN THOUGH THERE'LL BE ON THE EXTERIOR OF THE STRUCTURE. AND THERE WILL BE A SMALL BUMP OUT WITH, UM, SHINGLING THAT WILL MATCH THE REST OF THE STRUCTURE. AND IN PROFILE, ON THE LEFT IS THE EXISTING, AND ON THE RIGHT IS THE PROPOSED. THERE WILL BE ONE CASEMENT WINDOW ADDED, UM, TO THE BUMP OUT, UM, WHICH, UH, I'M TOLD THEY COULD NOT GET A DOUBLE HUNG WINDOW IN THE APPROPRIATE SIZE FROM A MANUFACTURER, SO THEY HAD TO USE A CASEMENT. SO THE PROJECT IN ACCORDANCE WITH CHAPTER 24, UM, ADMINISTRATIVE PROCEDURES HAD TO GO UNDERGO A NEIGHBORHOOD OUTREACH MEETING, WHICH WAS HELD, UH, ON MAY 11TH. 11TH, UH, IN OAK PARK. OAK HILL PARK. UH, ONE, UM, NEIGHBOR ATTENDED AND EXPRESSED CONCERN ABOUT NOISE. THE PROJECT WAS NOTICED IN THE ARGUS AND MAILED TO PROPERTY OWNERS ON MAY 29TH, UH, FOR A HEARING SET FOR JUNE 9TH. AT THAT HEARING, THE PROJECT WAS CONTINUED TO A DATE CERTAIN OF JULY 7TH. TODAY. UH, ONSITE SIGNAGE WAS INSTALLED ON THE SITE ON JUNE 16TH, AND THERE WAS ONE OTHER PUBLIC COMMENT SENT DIRECTLY, UM, TO ME AS THE PLANNER THAT EXPRESSED SUPPORT FOR THE PROJECT AND IS ATTACHED TO THE STAFF REPORT. SO AS FAR AS THE PROJECT ITSELF, IT IS CONSISTENT WITH THE UNDERLYING LAND USE OF THE SITE, DIVERSE LOAD DENSITY RESIDENTIAL. THERE WILL BE NO CHANGE IN THE DENSITY, UM, OF THE PROPERTY OR A CHANGE IN THE PROPERTIES USED FROM SINGLE FAM FAMILY DWELLING. UM, AND THE PROJECT IS, UH, CONSISTENT WITH, UM, GENERAL PLAN POLICIES THAT PRESERVE THE SCALE AND CHARACTER OF THE NEIGHBORHOOD AND PROTECT HISTORIC RESOURCES. THE PROJECT IS ALSO CONSISTENT, UM, WITH CHAPTER FOUR DEVELOPMENT STANDARDS FOR AN R THREE DISTRICT, AND THAT NONE OF THESE, UM, CHARACTERISTICS, LOT SIZE SETBACK, SITE COVERAGE, HEIGHT LIMIT, OPEN SPACE FENCING OR LANDSCAPING, UM, ARE TRANSGRESSED SO TO SPEAK. THE PROJECT IS ALSO CONSISTENT WITH OAK HILL, THE OAK HILL BREWSTER HISTORIC DISTRICT GUIDELINES AND STANDARDS, AND THE DETAILED FINDINGS ARE IN YOUR STAFF REPORT. THE PROJECT IN GENERAL IS EVALUATED FOR ITS COMPLIANCE WITH THE SECRETARY OF INTERIOR STANDARDS FOR ALTERATIONS TO HISTORIC STRUCTURES. WE KNOW THAT STRUCTURES UNDERGONE A GREAT MANY CHANGES IN ITS LOCATION AND, UM, DESIGN AS DETAILED IN THE HRE. HOWEVER, THE PROJECT RETAINS ITS RELEVANCE TO THE OAK HILL BREWSTER HISTORIC DISTRICT. IN ORDER FOR NAOMI RICHMOND TO AGE IN PLACE AND CONTINUE TO LIVE IN THE HOME, SHE FINDS IT NECESSARY TO MAKE UPGRADES TO THE GROUND FLOOR. SO THERE IS A SECRETARY OF INTERIORS ANALYSIS STANDARDS ANALYSIS IN, UH, I BELIEVE ATTACHMENT FIVE THAT, UH, GOES THROUGH IN DETAILS HOW EACH ONE OF THESE STANDARDS FOR REHABILITATION PROJECT, UM, ARE MET BY THE PROPOSED PROJECT. AND THE REPORT WAS PREPARED BY, UH, ARCHITECTURAL HISTORIAN WITH THE APPROPRIATE QUALIFICATIONS. THE PROJECT IS ALSO CATEGORICALLY EXEMPT FROM CQA IN THAT IT INVOLVES MODIFICATIONS THAT ARE CONSISTENT WITH A SECRETARY OF INTERIOR STANDARD FOR REHABILITATION, WHICH IS A SECTION 1 5 3 3 1 EXEMPTION. IT IS ALSO EXEMPT UNDER SECTION 1 5 3 0 1 EXISTING FACILITIES THAT THE PROJECT PROPOSES ONLY MINOR CHANGES IN ADDITIONS TO THE EXISTING STRUCTURE THAT DON'T CHANGE ITS OVERALL USE OR FUNCTION. AND THERE ARE NO EXCEPTIONS THAT WOULD PRECLUDE THE USE OF THESE TWO [00:15:01] EXCEPTIONS. SO AT THIS TIME, THE HCPC COMMISSION MAY APPROVE THE DRAFT RESOLUTION AS IS REQUEST CHANGES TO THE RESOLUTION FINDINGS AND CONDITIONS OF APPROVAL. CONTINUE THE PROJECT TO A FUTURE HEARING IF THE COMMISSION REQUIRES MORE INFORMATION OR DENY THE PROJECT, IF THE COMMISSION FINDS IT CANNOT MAKE THE REQUIRED FINDINGS. UH, BUT STAFF RECOMMENDS THAT THE HCPC APPROVE THE HISTORIC SITE PLAN AND ARCHITECTURAL REVIEW FOR THE PROPOSED MODIFICATIONS TO THE EXISTING STRUCTURE AT 5 1 1 QK.
