Public comments are limited up to three minutes per person. Depending on the number of persons wishing to address the Council, time will be allocated in equal shares totaling no more than twenty minutes, subject to the Council’s discretion (Cal. Gov’t. Code §54954.3(a), Petaluma City Council Rules, Policies and Procedures, III). 1. Approval of Minutes for the meeting of August 8, 2024 Minutes accepted as presented PUBLIC HEARINGS AND MATTERS FOR CONSIDERATION 4. Discuss the Climate Action Commission's Roles and Responsibilities and Consider the Creation of Ad Hoc Subcommittees to Assist Blueprint Implementation Patrick Carter presented on the creation of the Commission, a subordinate

(advisory) body to the City Council, and provided background information on ad hoc subcommittees. Deb Fox (Climate Action Manager) presented on ways that the City can be more green. Chair Atchley invited Commissioner Baker (founding member) to give more background on the Commission, the ad hoc committees, and the 2030 carbon neutrality goal. Commissioner Baker spoke on these topics. Public Comment Opened Trathen Heckman Public Comment Closed Committee Feedback: • Chair Atchley discussed reasons for reviewing history of CAC and other collaborations • Commissioner Edminster discussed loss of “audience” and the need to reconsider how CAC can be climate action educators outside of the meetings (Education Ad Hoc) • Commissioner Peters discussed having conversation about Ad Hocs at Joint meeting w/Planning (October 8, 2024), framing “Education” as “Climate Engagement,” and having a Transportation Ad Hoc. • Commissioner Garti discussed sustainable energy and electrification. • Commissioner Shribbs discussed the City Council’s point of view of wanting actionable recommendations and suggested goal-specific Ad Hocs that provide such recommendations. • Commissioner Baker proposed having four Ad Hocs (Building, Clean Energy & Electrification; Resource Consumption & Waste Reduction; Transportation, the Built Environment, Natural Systems, Sequestration & Adaptation; and Education & Engagement) and recommended a five- month period for the Ad Hocs (November 2024 – March 2025) o Building, Clean Energy & Electrification: Edminster, Garti, Peters o Transportation, the Built Environment, Natural Systems, Sequestration & Adaptation: Baker, Ellecamp, Peters o Resource Consumption & Waste Reduction: Krishna, Ellecamp o Education & Engagement: Baker, Edminster, Ellecamp, Thors Motion to create four (4) Ad Hoc Committees (Building, Clean Energy & Electrification; Resource Consumption & Waste Reduction; Transportation, the Built Environment, Natural Systems, Sequestration & Adaptation; and

Education & Engagement) raised by Commissioner Baker, seconded by Commissioner Edminster Vote: 9-0 Yes: Atchley, Baker, Edminster, Ellecamp, Garti, Krishna, Peters, Shribbs, Thors No: None Motion carried 5. Discussion of Commission Goals for the Upcoming Year Patrick Carter presented on background, basically about Climate Action Commission goals Feedback: • Commissioner Baker discussed the need to collaborate with other CCBs when discussing priorities and establish more effective communication among the CCBs. • Commissioner Edminster discussed the importance of education as a goal and within six months, having evidence of the CAC providing and structuring education content for the community, and having better coordination across CCBs. • Vice Chair Peters discussed wanting more regional coordination and broad goals of creating policies within the Blueprint, having and being informed more on Best Practices to further this work, and prioritizing adaptation as a pressing goal. • Chair Atchley provided a summary of discussed goals. COMMISSION COMMENT Commissioner Edminster Vice Chair Peters Councilmember Shribbs Commissioner Garti STAFF COMMENT Patrick Carter presented on current and upcoming projects and community events, including the Purple Cup program and the Lynch Creek Trail crosstown connector cleanup event.
