ROLL CALL PBAC PRESENT: Kelly Bond, Nicole Camarda, Adam Garcia, Franklin Quint, Marja Tarr, Brian Barnacle PBAC ABSENT: Pamela Asselmeier, Stacey Earl, Darren Racusen TRANSIT PRESENT: Gail Abrams, Dave Alden, Patti Culross, Peter Kaljian, Franklin Quint, Dennis Pocekay TRANSIT ABSENT Helen Heal GENERAL PUBLIC COMMENT During General Public Comment, the public is invited to make comments on items of public interest that are within the City Council’s subject matter jurisdiction and that are not listed on the current agenda. Public comments are limited up to three minutes per person. Depending on the number of persons wishing to address the Council, time will be allocated in equal shares totaling no more than twenty minutes, subject to the Council’s discretion (Cal. Gov’t. Code §54954.3(a), Petaluma City Council Rules, Policies and Procedures, III). 1. Proclamation for Bike Month – May 2024 Chair Camarda read the proclamation. Councilmember Barnacle presented the proclamation to Eris Weaver, Executive Director of the Sonoma County Bicycle Coalition. APPROVAL OF MINUTES 2. Approval of Minutes for the meeting of April 3, 2024. Minutes for the regular meeting of April 3, 2024, were approved as presented. PUBLIC HEARINGS AND MATTERS FOR CONSIDERATION 3. Receive a presentation and provide feedback related to the Draft Transportation Policy Framework as part of foundational work on the General Plan Update. Committeemember Bond recused herself for this item. Heather Hines, Planning Manager; Ron Whitmore, Raimi + Associates (virtual attendant) and Matt Goyne, Fehr and Peers presented item and held discussion with Committees. PBAC Comments: • Recommend more specificity and direction in actual actions. • Missing tangible goals in this document • Too much repetition and regulatory requirements • Recommend progress metrics for the Vision Zero effort • Enforcement policies encouraged • Express clear guiding principles • Language needs to be clear and simple for all to understand • Concerns with this document being acheivable • Encourage to work with other regional agencies for this effort; i.e., Grayhound, Sonoma County Transit • Recommend enforcement efforts to be in place for these efforts Transit Comments: • Concerns with reaching carbon neutrality goals by 2030-2040? • Translate into clean language for different audiences and fewer words • Recommend using numbers rather than bullets 2

• Eliminate “Themes” • Noted two miles is not a reasonable walking distance • Add EV’s to this document; i.e., affordability and how to reach this goal • Recommends a sense of urgency noted in this document • Encourage safety education • Need more finite goals • Recommend to slow vehicles to move towards Vision Zero • Address VMT issues • Believes microtransit is not a broad solution • Recommends eliminating the technical specs pages NOTE: See more detailed comments from Committeemembers Tarr, Camarda and Racusen attached to this Agenda packet. PUBLIC COMMENT OPENED Pete Gang Eris Weaver PUBLIC COMMENT CLOSED Presenters recommended all Committeemembers to send in their comments to staff. For further input go to Policy Framework Page — Petaluma General Plan Update (planpetaluma.org). Chair Camarda announced recess for Transit Advisory Committeemembers to step away – 8:25pm. The remainder of the meeting was held with only the PBAC Committee. Meeting reconvened at 8:30pm with PBAC Committee, and Committeemember Bond rejoining. COMMITTEE COMMENT Bond Barnacle 3 STAFF COMMENT Bjorn Griepenburg – Gave Staff updates. (See attached Agenda packet for more detailed presentation). Councilmember Barnacle recommended to add to future Agenda “Enforcement Efforts.” ADJOURNMENT Chair Camarda closed the meeting at 8:48pm. 4
