CITY OF PETALUMA, CALIFORNIA REGULAR MEETING OF THE PEDESTRIAN & BICYCLE ADVISORY COMMITTEE City Hall Council Chamber 11 English Street Petaluma, CA 94952 MINUTES Wednesday, November 06, 2024 CALL TO ORDER Chair Tarr called the meeting to order at 6:30 PM ROLL CALL Present: Balshaw, Barnacle, Garcia, Quint, Schleret, Tarr, Yeager Absent: Greenspan, Racusen GENERAL PUBLIC COMMENT During General Public Comment, the public is invited to make comments on items of public interest that are within the City Council’s subject matter jurisdiction and that are not listed on the current agenda. Public comments are limited up to three minutes per person. Depending on the number of persons wishing to address the Council, time will be allocated in equal shares totaling no more than twenty minutes, subject to the Council’s discretion (Cal. Gov’t. Code §54954.3(a), Petaluma City Council Rules, Policies and Procedures, III). 1. Review and Provide Feedback on the Updated Draft Bikeway Network for

the Active Transportation Plan (updated documents posted on 11/08/2024) Bjorn Griepenburg presented on the Updated Draft Bikeway Network for the Active Transportation Plan (available at: https://cityofpetaluma.org/active- transportation-plan/) Committee Questions: Councilmember Barnacle Committeemember Yeager Vice Chair Quint Chair Tarr Committeemember Garcia Committee Comment: Chair Tarr requested to discuss City bikeways by area of Petaluma Victoria/Helen Putnam area: • Chair Tarr suggested a path or another designation for Thompson Creek Trail • Councilmember Barnacle suggested paths on Webster St, Fair St, Bassett St, Upham St, and the remainder of Keokuk S. • Committeemember Yeager suggested English St, F St, and asked for paths for (eventually) every street that goes through. • Committeemember Garcia suggested diagonal routes, more protected routes on the West side (e.g. Class IV on 5th St between Mountain View Ave to D St.), and Class II on Water St. and expressed interest for a full network of paths so every neighborhood is within reasonable distance of a protected bikeway and to do more to protect existing neighborhood greenways (e.g. 5th St). • Vice Chair Quint suggested having a better way to get from southern neighborhoods to northern/western neighborhoods and asked to footnote paths as aspirational but not currently feasible or time permissible. • Committeemember Yeager asks about the Class III 20 mph design speed. Cherry Valley neighborhood: • Committeemember Garcia suggested Schuman Ln and Laurel St • Committeemember Schleret suggested Class I paths for Magnolia Ave Downtown Area: • No additional comment beyond Staff explanation Southwest Petaluma: • Committeemember Garcia suggested adding Mountain View Ave paths to extend to Purrington Rd extension.

River Park: • Chair Tarr clarified that there will be a stop light at the Adobe Creek Trail crossing across Lakeville Hwy Southeast Petaluma • Vice Chair Quint suggested extending the East Rim Trail out to Casa Grande Rd • Councilmember Barnacle mentioned a possible bridge between Casa Grande Rd and the Adobe Creek Trail • Committeemember Yeager suggested making the paths for Adobe Creek Trail to Ely Blvd S Class I all the way. East Petaluma • Chair Tarr mentioned St. Francis Dr as a greenway • Vice Chair Quint suggested East Rim Trail for Class I path. • Committeemember Garcia suggested finding access ways on private property, e.g. shopping centers and finding preferred routes working with shopping center owners • Councilmember Barnacle suggested the potential of rezoning shopping centers and how they could become more bicycle-friendly • Committeemember Balshaw suggested possibly upgrading bike racks • Vice Chair Quint asked for clarification for N McDowell Blvd bike lanes north of E Washington St • Councilmember Barnacle mentioned a plan around the Corona SMART station • Committeemember Balshaw expressed the need for traffic calming, e.g. Maria Ave, N Ely Rd • Councilmember Barnacle suggested where Rainier goes under Hwy 101 to the Outlet Malls as one possible connection from the East side Near Petaluma Village Premium Outlets: • Committeemember Yeager suggested a full path from the Petaluma River Trail up towards Lynch Creek Trail • Committeemember Garcia suggested reaching out to the County and working with them on Skillman Ln and trying to have protected bikeways for students. Midtown: • Committeemember Balshaw asked for clarification on E D St paths • Councilmember Barnacle asked about the paths to the Fairgrounds and general questions about corridor studies (Magnolia, Payran, Lakeville, E Washington), their cost, and their funding and suggested Lynch Creek Trail with Holly Ln • Committeemember Garcia suggested crosstown connections and packaging projects if possible and additional connections along E D Street (McKenzie Ave, Maria Drive) while keeping parking planning in consideration

• Committeemember Yeager suggested E Washington St east of N McDowell Blvd as a Class IV • Councilmember Barnacle asked about bridge (near Petaluma River Trail and Petaluma Blvd N intersecting area) that needs reconstruction and suggested additional signage to redirect bicyclists • Committeemember Yeager suggested signage directing bicyclists toward Downtown Petaluma Bjorn Griepenburg further explained Draft Prioritization Criteria and will make updates, distribute updated map, and continue to accept comments by email from PBAC and in the Active Transportation Plan webpage. Committeemember Garcia asked for clarification on Criteria.
