CITY OF PETALUMA, CALIFORNIA REGULAR MEETING OF THE CLIMATE ACTION COMMISSION City Hall Council Chamber 11 English Street Petaluma, CA 94952 FINAL MINUTES Thursday, November 14, 2024 CALL TO ORDER Chair Atchley called the meeting to order at 6:30 PM. ROLL CALL Present: Atchley, Baker, Edminster, Ellecamp, Garti, Krishna, Peters, Schleret, Shribbs Absent: Thors GENERAL PUBLIC COMMENT During General Public Comment, the public is invited to make comments on items of public interest that are within the City Council’s subject matter jurisdiction and that are not listed on the current agenda. Public comments are limited up to three minutes per person. Depending on the number of persons wishing to address the Council, time will be allocated in equal shares totaling no more than twenty minutes, subject to the Council’s discretion (Cal. Gov’t. Code §54954.3(a), Petaluma City Council Rules, Policies and Procedures, III). General Public Comment Opened Natasha Juliana General Public Comment Closed PRESENTATIONS APPROVAL OF MINUTES 1. Approval of Minutes for the Joint Meeting of the Planning Commission and Climate Action Commission on October 8, 2024 Minutes approved as presented PUBLIC HEARINGS AND MATTERS FOR CONSIDERATION 3. Blueprint Implementation Ad Hoc Subcommittees Planning Discussion Chair Atchley suggested discussing the implementation of the City of Petaluma Blueprint for Climate Action in Ad Hoc Subcommittee breakout groups but described the current issues with the Ad Hoc Subcommittees in relation to the Brown Act.
Chair Atchley, Commissioner Edminster, Commissioner Baker, and Vice Chair Peters suggested solutions. Patrick Carter explained the legal guidelines/restrictions for the Ad Hoc Subcommittees. Public Comment Opened Public Comment Closed Commissioner Edminster motioned to approve Commissioner Baker’s suggestion of integrating the Education & Engagement Ad Hoc Subcommittee into each of the other three Ad Hocs Subcommittees (Building, Clean Energy, and Electrification; Resource Consumption and Waste Reduction; Transportation, the Built Environment, Natural Systems, Sequestration, and Adaptation), Commissioner Garti seconded. Vote: 8-0-1 Yes: Atchley, Baker, Edminster, Ellecamp, Garti, Krishna, Peters, Schleret, Shribbs No: Absent: Thors Motion carried Councilmember Shribbs, Commissioner Baker, Commissioner Garti, Commissioner Edminster, Commissioner Krishna, and Vice Chair Peters suggested what to discuss during Ad Hoc Subcommittee breakout discussions. Chair Atchley summarized these suggestions. Deb Fox (Climate Action Manager) suggested discussing policies, programs, and people that can support the Ad Hoc Subcommittees, suggested separate discussion areas, and restated the members of each Ad Hoc Subcommittee: • Resource Consumption, and Waste Reduction: Chair Atchley, Commissioner Ellecamp, Commissioner Krishna • Building, Clean Energy, and Electrification: Commissioner Edminster, Commissioner Garti, Councilmember Shribbs • Transportation, the Built Environment, Natural Systems, Sequestration, and Adaptation: Commissioner Baker, Vice Chair Peters, Commissioner Thors Chair Atchley called for a recess for Ad Hoc Subcommittee breakout discussions at 7:15 PM Chair Atchley reconvened the Regular Meeting at 7:50 PM Commissioner Edminster reported on the discussions for the Building, Clean Energy, and Electrification Ad Hoc Subcommittee
Commissioner Ellecamp reported on the discussions for the Resource Consumption, and Waste Reduction Ad Hoc Subcommittee Vice Chair Peters reported on the discussions for the Transportation, the Built Environment, Natural Systems, Sequestration, and Adaptation Ad Hoc Subcommittee COMMISSION COMMENT Commissioner Garti Councilmember Shribbs Vice Chair Peters Commissioner Edminster Chair Atchley Commissioner Ellecamp Commissioner Baker STAFF COMMENT Patrick Carter presented on recent, current, and upcoming developments, programs, and events within the City of Petaluma, including the recent passage of the Blueprint for Climate Action. ADJOURNMENT Chair Atchley adjourned the meeting at 8:12 PM.
