ROLL CALL PRESENT: Balshaw, Barnacle, Garcia, Racusen, Quint, Tarr ABSENT: Greenspan, Schleret, Yeager GENERAL PUBLIC COMMENT During General Public Comment, the public is invited to make comments on items of public interest that are within the City Council’s subject matter jurisdiction and that are not listed on the current agenda. Public comments are limited up to three minutes per person. Depending on the number of persons wishing to address the Council, time will be allocated in equal shares totaling no more than twenty minutes, subject to the Council’s discretion (Cal. Gov’t. Code §54954.3(a), Petaluma City Council Rules, Policies and Procedures, III). Approval of Minutes for the Regular Meeting of November 6, 2024 Minutes approved as presented PUBLIC HEARINGS AND MATTERS FOR CONSIDERATION 2. Review and Provide Feedback on Draft Action Plan for Inclusion in the Active Transportation Plan Bjorn Griepenburg presented on the Draft Action Plan for inclusion in the Active Transportation Plan (ATP).

Committee Questions and Comments: Note: Committee discussed Draft Action Plan and Bjorn Griepenburg responded to Committee questions one section at a time. Infrastructure Planning & Design (IP) • Committeemember Racusen asked about prioritization. • Committeemember Garcia asked if there are equity priorities, criteria, or standards for the City of Petaluma and asked about engaging with large shopping centers in terms of piloting safe bike routes and incorporating access to them into the ATP. • Council Member Barnacle asked about incorporating pedestrian bridges in ATP, including policy changes that might provide precedent for future issues related to pedestrian bridges and connectivity in general and asked about corridor studies being implemented. • Vice Chair Quint asked about high-level prioritization for the IP section, suggested it would be beneficial to include the planned quarter or half of the year for each action item in this section, and asked for explanation of IP-5. “Transit-Oriented Communities (TOC) Compliance”. Public Comment Opened Public Comment Closed Infrastructure Buildout (IB) • Chair Tarr asked clarifying questions about “IB-3. Lane Reductions” and “IB-8. No Right on Red in Downtown Business District”. • Council Member Barnacle suggested “IB-8” expand beyond the Downtown Business District, asked for clarification on “IB-15. On-Call Construction Contracts”, commented on prioritizing action items on high-injury network street and making transit stops more appealing and user-friendly, including ADA accessibility, and asked about possibility of posting requested bike rack locations. • Committeemember Garcia asked about where bike push buttons fit into the plan and requested the Ridge Trail, Bay Trail, and River Trail be named specifically in the plan from a signage perspective • Committeemember Balshaw asked how where Fairgrounds fit into this section, especially pedestrian aspect of it, and commented about bike rack requirements for businesses. • Vice Chair Quint asked about “IB-16. Bike Parking Requirements” and if the City can help businesses secure bike racks for their place of business. Emily Shartin Dan Berry Public Comment Closed Infrastructure Maintenance (IM) • Committeemember Racusen asked about “IM-5. Sidewalk Repair & Frontage Improvements”. • Council Member Barnacle commented on “IM-3. Protected Bike Lane Sweeper” and asked that “IM-6: Bike-Friendly Temporary Traffic Control” be prioritized. • Committeemember Garcia asked about “IM-6” in relation to sidewalk obstructions. • Vice Chair Quint asked about costs for “IM-4. Thermoplastic Roadway Marking Equipment & Training”. Public Comment Opened Public Comment Closed Education & Encouragement (EE) • Committeemember Racusen asked about “EE-5. Bike-Friendly Businesses” and if small business could also have consideration or incentives. • Council Member Barnacle requested prioritization for education about “EE- 11. Open Streets & Demonstration Projects” that includes an online and a physical presence (e.g. posters) and requested promotion of maintenance events, programs for bike donations, temporary bike parking, using City’s communications channels (social media, newsletters), and e-bike etiquette for youth. • Committeemember Balshaw asked about education and promotion for bike riding to big City events, including e-bike etiquette for youth. • Committeemember Garcia asked about ways to encourage active transportation, including the possibility of subsidies for bicycling gear (e.g. gloves, reflectors). • Chair Tarr agreed with Council Member Barnacle about having more outreach, face-to-face contact to promote bicycling safety. Public Safety & Enforcement (PS) • Council Member Barnacle recommended enforcing helmets with youth, especially around schools, and reporting on enforcement data (speeding, running stop signs) and suggested remote citations if possible. • Committeemember Balshaw asked if the City has different classifications for e-bikes. • Chair Tarr highlighted “PS-2. Multi-Use Trail Patrols” and suggested the idea of having people available on the trails to provide information.

Public Comment Opened Jason Meyers Public Comment Closed Capacity Building & Professional Development (CB) • Committeemember Garcia commented about work that Sonoma County Transportation Authority does around quick builds and demonstration projects and how to leverage the work and resources SCTA provides. Evaluation (EV) • Committeemember Racusen asked about what mechanisms are or could be in place for community feedback on implemented ATP changes and how the ATP maps to the City budget. • Committeemember Garcia asked about “EV-1. Active Transportation Plan & Vision Zero Annual Report” and requested the implementation and reporting of SCTA Vision Zero Action Plan progress metrics, along with expanding “EV-3. Bicycle & Pedestrian Count Program” to include additional data for D Street and other parts of the City. • Council Member Barnacle commented on “EV-3” and wanted transit data included for PBAC purposes (e.g. knowing which bus stops are the busiest) and more data on D Street. Chair Tarr closed discussion of the agenda item and asked Bjorn Griepenburg for an overview about where this goes next.
