CITY OF PETALUMA, CALIFORNIA REGULAR MEETING OF THE PEDESTRIAN & BICYCLE ADVISORY COMMITTEE City Hall Council Chamber 11 English Street Petaluma, CA 94952 MINUTES Wednesday, February 05, 2025 CALL TO ORDER Chair Tarr called the meeting to order at 6:30 PM. ROLL CALL PRESENT: Balshaw, Garcia, Meyers, Quint, Tarr, Yeager ABSENT: Greenspan, Schleret, Racusen GENERAL PUBLIC COMMENT During General Public Comment, the public is invited to make comments on items of public interest that are within the City Council’s subject matter jurisdiction and that are not listed on the current agenda. Public comments are limited up to three minutes per person. Depending on the number of persons wishing to address the Council, time will be allocated in equal shares totaling no more than twenty minutes, subject to the Council’s discretion (Cal. Gov’t. Code §54954.3(a), Petaluma City Council Rules, Policies and Procedures, III). General Public Comment – Davies (posted 02/05/2025) Chair Tarr opened General Public Comment. Mary Davies Mayor Kevin McDonnell Chair Tarr closed General Public Comment. PRESENTATIONS 1. Update on the Blueprint for Climate Action Deb Fox presented updates for the City of Petaluma Blueprint for Climate Action, including description of the Blueprint, goals, priorities, actions, and call to action goals for PBAC. Bjorn Griepenburg asked Deb Fox to describe the Climate Action Commission’s meeting formats. Deb Fox described the CAC ad hoc subcommittees breakout discussions that include members of the public for feedback and prioritization.

Chair Tarr asked if anyone on PBAC would serve as an informal liaison to CAC. Committeemember Yeager volunteered. Committeemember Garcia suggested coordinating with the Sonoma County Transportation Authority’s Transportation Demand Management and Vehicle Miles Traveled Mitigation programs, consulting the Bay Area Greenprint as a tool for holistic analysis, and applying for Metropolitan Transportation Commission Priority Conservation Areas (PCAs) program grants. 2. Progress Update on the Active Transportation Plan (Under Development) – posted 02/06/2025 Bjorn Griepenburg provided progress/status updates for the Active Transportation Plan (ATP) after introducing and describing the ATP, including chapters of the ATP currently under draft and the next steps for the ATP. Committeemember Yeager asked a clarifying question about when PBAC will review ATP. Bjorn Griepenburg responded that it would likely be during the March meeting. Chair Tarr asked if PBAC would receive the draft ATP as part of the PBAC packet when it comes back for review. Bjorn Griepenburg confirms yes. 4. Staff Updates – February 2025 -- posted 02/06/2025 Bjorn Griepenburg presented on recent, ongoing, and upcoming projects, events, and agenda items, including recent improvements, the February 10, 2025 City Council Goals & Priorities Workshop, and the Better Cities Film Festival in Petaluma on February 12, 2025. Committeemembers shared feedback on upcoming agenda items. ADJOURNMENT Chair Tarr adjourned the meeting at 8:11 PM.
