CITY OF PETALUMA, CALIFORNIA REGULAR MEETING OF THE AIRPORT COMMISSION City Hall Council Chamber 11 English Street Petaluma, CA 94952 MINUTES Thursday, February 06, 2025 CALL TO ORDER ROLL CALL PRESENT:Jeff Domich, Anna Dietrich, Marcus Margand, Tom McGaw, Colin Perry, Nancy Sasser, Alex DeCarli GENERAL PUBLIC COMMENT During General Public Comment, the public is invited to make comments on items of public interest that are within the City Council’s subject matter jurisdiction and that are not listed on the current agenda. Public comments are limited up to three minutes per person. Depending on the number of persons wishing to address the Council, time will be allocated in equal shares totaling no more than twenty minutes, subject to the Council’s discretion (Cal. Gov’t. Code §54954.3(a), Petaluma City Council R ules, Policies and Procedures, III). Ron Mangon spoke about a security incident that occurred at his business. Danielle Kertz spoke about how a lack of AVGAS affects her business. Marc Ashton spoke about security at the Airport. PRESENTATIONS APPROVAL OF MINUTES 1. Approval of Minutes for the meeting of January 2, 2025 The minutes for January 2, 2025 were deemed approved. PUBLIC HEARINGS AND MATTERS FOR CONSIDERATION 2. Review of Petaluma Municipal Code Title 16 – “Airport and Aircraft” Revision Draft Submitted by Airport Commission Chair on 01/18/25.

Marc Ashton spoke about Title 16 revisions. He requested clarity on the animal regulations and 1620-010. Commissioner Sasser spoke about signage. Chair Dietrich requested comments and questions about Title 16 revisions. The following sections were discussed: Definitions, 1604D, 0403D, animals at the Airport. Commissioner Margand spoke about the animals at the Airport provision. Commissioner Domich added that there is an enforcement provision for the animals portion of the code. Commissioner Sasser commented that the rules about animals might need revision. Manager Cohen spoke about the difficulty in enforcing the rules about dogs. Chair Dietrich spoke about the edits to 1604.30, 1604.190, 1604.200 and discussed the Municipal Code. Chair Dietrich spoke about Chapter 1608, 1608.20, 1608.30, 1612, 1612.050 and other revisions. Chair Domich requested a motion to adopt 1620.020C 1632.040 Commissioner Margand seconded the motion, and it passed unanimously. COMMITTEE COMMENT 3 . Council Update City Councilmember/Liaison DeCarli introduced himself as the newest member of the Airport Commission. 4. Ad-Hoc Subcommittee Reports Commissioner McGaw spoke about setting a meeting with Councilmember DeCarli and Barry Lawrence.

Commissioners Perry and Margand met with Manager Cohen and discussed new hangar doors and the process for getting them installed. Commissioner Perry would like to find a way to get projects done in a more timely manner. Commissioner Margand spoke about the limitations Manager Cohen has when getting approval, design, and funding for projects. Commissioner Domich commented on the length of time and expense it takes to get repairs done. 5. Commissioner Comment Commissioner Perry spoke about the broken fuel pump and how difficult it is for the pilots to not have fuel available. Commissioner Margand suggested renting a fuel truck. Commissioner Sasser spoke about having a backup valve for a longer-term solution. Councilmember DeCarli asked about the timeline to get fuel, and Manager Cohen responded. Commissioner Domich asked about a retrofit process. Manager Cohen responded. STAFF COMMENT 6. Airport Manager Report Manager Cohen apologized to tenants and the Commissioners for safety concerns and the lack of AVGAS at the Airport.

Manager Cohen spoke about operational security. Commissioner Sasser requested that Manager Cohen discuss security in the next Airport newsletter. Ron Mangon said that the trespasser in question gained access to the airport at row 18. Chair Dietrich requested suggestions for safety awareness. Commissioner Margand suggested safety training. Manager Cohen requested a meeting with Mangon Aircraft, Inc. Chair Dietrich would like to add items regarding safety to the next Agenda. Manager Cohen spoke about fueling issues. Commissioner Domich spoke about fuel vendors, and Commissioner Sasser suggested paying a premium for expedited service. Manager Cohen responded. There was a discussion among the Commissioners and Manager Cohen about fuel pump repairs. There was a discussion about the eventual redesign of the fuel farm. Manager Cohen spoke about intermittent GPS interference and a replacement door. Commissioner Domich asked why repairs take so long to be done at the Airport, and Manager Cohen responded.
