CITY OF PETALUMA, CALIFORNIA REGULAR MEETING OF THE PEDESTRIAN & BICYCLE ADVISORY COMMITTEE City Hall Council Chamber 11 English Street Petaluma, CA 94952 MINUTES Wednesday, May 07, 2025 CALL TO ORDER Chair Tarr called the meeting to order at 6:37 PM (after some technical issues were resolved). ROLL CALL PRESENT: Garcia, Greenspan, Meyers, Quint, Schleret, Tarr, Yeager ABSENT: Balshaw, Racusen GENERAL PUBLIC COMMENT During General Public Comment, the public is invited to make comments on items of public interest that are within the City Council’s subject matter jurisdiction and that are not listed on the current agenda. Public comments are limited up to three minutes per person. Depending on the number of persons wishing to address the Council, time will be allocated in equal shares totaling no more than twenty minutes, subject to the Council’s discretion (Cal. Gov’t. Code §54954.3(a), Petaluma City Council Rules, Policies and Procedures, III). Chair Tarr opened General Public Comment Chair Tarr closed General Public Comment P RESENTATIONS APPROVAL OF MINUTES 1. Approval of Minutes for the meeting of March 5, 2025 Minutes approved as presented. PUBLIC HEARINGS AND MATTERS FOR CONSIDERATION 2. Recommendation to Review Feedback Received to Date and Provide Final Feedback on the Draft Active Transportation Plan Chair Tarr introduced the item and explained the process of discussion before introducing Bjorn Griepenburg to present. Bjorn Griepenburg presented the feedback that has been received from meetings, workshops, events, online comments/emails, and other methods of outreach thus far for the draft Active Transportation Plan (ATP).

Committee Questions: • Committee Member Greenspan • Vice Chair Yeager • Committee Member Garcia • Council Member Quint • Committee Member Meyers • Chair Tarr • Committee Member Garcia • Vice Chair Yeager • Committee Member Schleret • Chair Tarr • Committee Member Garcia Public Comment – Olsen (received 05/07/2025, posted 05/08/2025) Public Comment – Olsen (received and posted 05/08/2025) Chair Tarr opened Public Comment Veronica Olsen Bruce Hagen Pete Gang Chair Tarr closed Public Comment Committee Comments: • Committee Member Meyers commented about wanting to see historical studies that have been done and how solving logistical problems with safety and accessibility for pedestrians and bicyclists coexists with greenways and greening City streets to make sustainable, safer streets and sidewalks. • Council Member Quint thanked the input and advocacy of Safe Streets Petaluma and Veronica Olsen and emphasized implementation, including pushing for ATP-adjacent capital improvement projects toward completion to take advantage of current support. He discussed his experiences with electric bicycles in relation to concerns about youth on e-bikes and emphasized the need to provide more education for youth to be responsible and safe bicyclists. • Committee Member Garcia commented on adding to the ATP if possible the criteria for determining what bicycle lanes are designed and implemented on which streets and how the crowning is designed, showing more maps and finding gaps in bicycle networks and what protected bikeway networks look like, what limitations exist, and what aspirations there are, e.g. getting students to schools, shopping center routes maps, signage at crosswalks. He also advocated for more marketing and work in

partnership with local cities for SCTA’s Vision Zero and discussed the Vision Zero annual report with progress tracking metrics based on the Vision Zero Action Plan. • Vice Chair Yeager emphasized getting the ATP finalized and adopted and promoted being ambitious for future projects. • Committee Member Schleret agreed with most of the comments and commented on the need to look at and plan for what bikes will be out there in the future as well and not only what bikes are currently out there now. She promoted pushing whatever projects are feasible, having citywide no turn on red lights, neighborhood greenways (giving examples from Germany), and being bold with visioning and goals for implementation. • Committee Member Greenspan commented on appreciating the maps and the last joint meeting with the Planning Commission and wanted to highlight the mobility device user with increasing targeted language for accessibility for all ages and abilities, along with greening design standards and practices. She echoed Council Member Quint’s comments about electric bicycles and voiced support for more protected bike lanes. • Chair Tarr commented in support of: the sidewalk grant program; keeping connections with the superintendent of Petaluma public schools to have the education safety component open for buy-in and partnership; a full- time transportation planner for pedestrians and bicyclists (in addition to Bjorn Griepenburg’s work); ADA compliance and other work negotiated with CalTrans for the pedestrian overcrossing across Highway 101 (Makenzie overcrossing); reduced maximum speed and more signage on trails; incorporation of City Thread Final Report to the ATP appendix; a map for all ages and abilities plus pedestrians plus trails; to keep in mind that the ATP is a living document that can be added to in the future; and support for no right turn on red.
