CITY OF PETALUMA, CALIFORNIA REGULAR MEETING OF THE CLIMATE ACTION COMMISSION City Hall Council Chamber 11 English Street Petaluma, CA 94952 FINAL MINUTES Thursday, June 12, 2025 CALL TO ORDER Chair Atchley called the meeting to order at 6:01 PM. ROLL CALL Present: Atchley, Edminster, Ellecamp, Garti, Krishna, Thors, Shribbs Absent: Baker, Peters GENERAL PUBLIC COMMENT During General Public Comment, the public is invited to make comments on items of public interest that are within the City Council’s subject matter jurisdiction and that are not listed on the current agenda. Public comments are limited up to three minutes per person. Depending on the number of persons wishing to address the Council, time will be allocated in equal shares totaling no more than twenty minutes, subject to the Council’s discretion (Cal. Gov’t. Code §54954.3(a), Petaluma City Council Rules, Policies and Procedures, III). General Public Comment Opened General Public Comment Closed PRESENTATIONS 1. Cool Petaluma Monthly Update Natasha Juliana shared a monthly update on Cool Petaluma events and activities. APPROVAL OF MINUTES 2. Approval of Minutes for the meeting of April 10, 2025 Minutes approved as presented PUBLIC HEARINGS AND MATTERS FOR CONSIDERATION 3. Subcommittee Meetings, Breakout Discussions, and Reporting for Resource Consumption, Buildings and Clean Energy, and Green Infrastructure and Discuss Future Composition of Subcommittees Carter recommended the commission check in on progress on their Ad Hoc subcommittees.

Garti asked the commission to share progress on each Ad Hoc as well as any suggestions they’d like to make: Building, Clean Energy & Electrification Ad Hoc Edminster mentioned wanting more support and structure around the work and for staff to attend the meetings Shribbs suggested the outcome of each Ad Hoc to be a report with actions to be taken. Garti agreed with Shribbs. Resource Consumption & Waste Reduction Ad Hoc Ellecamp reported that their Ad Hoc has been successful and is almost finished with their Single Use Draft Ordinance Transportation, the Built Environment, Natural Systems, Sequestration & Adaptation Ad Hoc Thors shared that their Ad Hoc has been more discussions rather than policies and agreed a report from each Ad Hoc would be beneficial. Carter recommended Ad Hocs narrow their topics for higher impact. The commission consensus is that a specific goal is what makes the Ad Hocs more successful. The two proposed changes are to: 1. Close the Ad Hocs and work with the City to see where the Commission could help with the general plan 2. Recreate the Ad Hocs with more clarity and prioritization on specific projects so they can write final reports on their findings. The Commission agreed to think these options over until the next meeting. COMMISSION COMMENT Council Member Shribbs Commissioner Garti Commissioner Edminster STAFF COMMENT Carter gave a reminder about elections for chair and vice chair positions which open in July and that next week is the City Fair, which will feature the purple reusable cups and an electric tractor. Fox shared her upcoming meeting with SCTCA to speak about climate protections and Prop 4 regional climate planning. She informed the commission of the All-America City Award that Petaluma is a Finalist for and that the awards conference will be taking place this month.
