Cool Petaluma Monthly Update Natasha Juliana shared monthly updates for Cool Petaluma GENERAL PUBLIC COMMENT During General Public Comment, the public is invited to make comments on items of public interest that are within the City Council’s subject matter jurisdiction and that are not listed on the current agenda. Public comments are limited up to three minutes per person. Depending on the number of persons wishing to address the Council, time will be allocated in equal shares totaling no more than twenty minutes, subject to the Council’s discretion (Cal. Gov’t. Code §54954.3(a), Petaluma City Council Rules, Policies and Procedures, III). 2. Approval of Minutes for the meeting of 6/12/25 Minutes deemed approved as presented. PUBLIC HEARINGS AND MATTERS FOR CONSIDERATION 3. Selection of Chair and Vice Chair for Fiscal Year 25/26 General Public Comment Opened General Public Comment Closed Motion to nominate Commissioner Garti to be the next Chair and for Chair Atchley to become Vice Chair, made by Vice Chair Peters, seconded by Commissioner Baker. Motion withdrawn. Counter motion: Motion to nominate Chair Atchley to remain Chair and Commissioner Garti to become Vice Chair made by Commissioner Ellecamp, seconded by Commissioner Garti. Vote: 5-0 Yes: Baker, Ellecamp, Peters, Garti, Shribbs No: None Absent: Atchley, Edminster, Krishna, Thors Recused: None M otion Passes. 4. Consideration of a Draft Single-Use Food Ware Ordinance Carter introduces the topic regarding the progress of Single-Use Food Ware Ordinance and explained that the approval of this item would mean the ordinance would then be brought to city staff whose job would be to recommend action to City Council. Annie Stuart General Public Comment Closed The commission discussed two different approaches: 1. City staff performing the outreach for the ordinance and bringing the ordinance to City Council 2. City staff perform the outreach first and then bring this feedback back to the Climate Action Commission before going to City Council Council member Shribbs motions for city staff move forward with the outreach for the ordinance and to bring stakeholders to the Climate Action Commission meetings and for the ordinance to be reviewed by the City Attorney. Following this, the ordinance shall be brought back to the Climate Action Commission for discussion and finally the ordinance will be presented to the city council. Commissioner Peters seconds motion. Motion withdrawn. New motion: Motion to have city staff perform outreach for the ordinance that is significant and to consult with the CAC chair and co-chair if there should be changes to the ordinance. Once this is done, the item should be returned to the Climate Action Commission to be discussed by the November meeting, made by Commissioner Baker seconded by Commissioner Ellecamp. Vote: 4-1 Yes: Baker, Ellecamp, Peters, Shribbs No: Garti Absent: Atchley, Edminster, Krishna, Thors Recused: None Motion approved. 5. Ad Hoc Continuation and Future Composition of Subcommittees Discussion Public comment opened Public comment closed

Vice-Chair Garti proposed action to dissolve ad hocs. Action not seconded. Commission concluded that at the next meeting the future of the ad hocs will be discussed and finalized. COMMISSION COMMENT Council Member Shribbs STAFF COMMENT Carter shared updates on: 1. Purple cups, refillable water stations, and the debut of the electric tractor at the fair 2. How federal legislation has upended the clean energy section and solar rebates are going away soon Fox shared updates on 1. All-America City results 2. Her attendance at the 16th Annual California Climate and Energy Collaborative Forum 3. Upcoming meeting with the Metropolitan Transportation Commission (MTC) ADJOURNMENT Vice Chair Garti adjourned this meeting at 7:56 pm.
