R OLL CALL Present: Atchley, Baker, Edminster, Ellecamp, Garti, Krishna, Peters, Thors Absent: None Late: Shribbs GENERAL PUBLIC COMMENT During General Public Comment, the public is invited to make comments on items of public interest that are within the City Council’s subject matter jurisdiction and that are not listed on the current agenda. Public comments are limited up to three minutes per person. Depending on the number of persons wishing to address the Council, time will be allocated in equal shares totaling no more than twenty minutes, subject to the Council’s discretion (Cal. Gov’t. Code §54954.3(a), Petaluma City Council Rules, Policies and Procedures, III). 1 Public Comment- Received 8.11.25 Public Comment Opened Public Comment Closed PRESENTATIONS No presentations. PUBLIC HEARINGS AND MATTERS FOR CONSIDERATION 3. Review of Ad Hoc Subcommittee Reports and Consideration of Future Structure and Activities Consensus on continuing Ad Hocs but with different topics and incorporating smart goals. Carter suggests to the commission that Fox and he could recommend topics to the commission to make the Ad Hocs more effective • The topic of a carbon garden campaign was mentioned as a potential topic option Commissioner Baker makes a motion to support three new Ad Hocs for the next 5 months (completed by December meeting) with group topics such as carbon gardening, electric vehicles, and transit and to have the following regular commission meeting as an open invitation for the public to attend and then work on defining the Ad Hoc topics into an actionable item workplan. Motion withdrawn. Motion amendment by Council Member Shribbs to put together a third Ad Hoc on energy use instead of transit. Motion Withdrawn. Motion amendment made by Commissioner Baker, seconded by Vice Chair Garti to have two Ad Hocs, being carbon sequestration and EV’s (with the option of adding another). Vote: 8-0 Yes: Baker, Atchley, Edminster, Ellecamp, Garti, Krishna, Peters, Thors No: None Absent: None Recused: Shribbs Motion Passes. 2. Motion to submit Ad Hoc summaries to Council made by Commissioner Edminster, seconded by Commissioner Ellecamp.

Fox shared updates on the recent Petaluma City School scavenger hunt at City Hall, and her work with the county to apply for Prop 4 funding. ADJOURNMENT Chair Atchley adjourned this meeting at 8:49PM.
