CITY OF PETALUMA, CALIFORNIA REGULAR MEETING OF THE AIRPORT COMMISSION City Hall Council Chamber 11 English Street Petaluma, CA 94952 FINAL MINUTES Thursday, June 05, 2025 CALL TO ORDER ROLL CALL PRESENT: Jeff Domich, Anna Dietrich, Marcus Margand, Tom McGaw, Colin Perry, N ancy Sasser, Alex DeCarli GENERAL PUBLIC COMMENT During General Public Comment, the public is invited to make comments on items of public interest that are within the City Council’s subject matter jurisdiction and that are not listed on the current agenda. Public comments are limited up to three minutes per person. Depending on the number of persons wishing to address the Council, time will be allocated in equal shares totaling no more than twenty minutes, subject to the Council’s discretion (Cal. Gov’t. Code §54954.3(a), Petaluma City Council Rules, Policies and P rocedures, III). Commissioner Dietrich spoke about highlighted items on Door and procedures for leasing. No further comments. PRESENTATIONS None. APPROVAL OF MINUTES Approval of Minutes for the meeting of May 1, 2025 1. Minutes were deemed approved and seconded.

PUBLIC HEARINGS AND MATTERS FOR CONSIDERATION 2. Introduction of Airport Commission Resolution 2025-01, Approving the Proposed Amendments to Title 16 of the Petaluma Municipal Code, Entitled “Airport and Aircraft”, including amendments to Chapter 16.04 “General Provisions and Definitions”, Chapter 16.06 “Airport Leases”, Chapter 16.08 “Motor Vehicles at Airport”, Chapter 16.12 “Aircraft on Ground”, Chapter 16.16 “Aircraft Taxiing, Landing and Takeoff”, Chapter 16.20 “Aircraft Traffic Patterns”, Chapter 16.24 “Aircraft Fueling and Defueling”, Chapter, Chapter 16.28 “Airport Fire Safety Rules”, Chapter 16.32 “Unlicensed Aircraft”, Pursuant to Federal Aviation Administration Order 5190.6B, and Chapter 16.32 “Violations and Penalties.” Manager Cohen discussed the approval of the Commission Resolution with one change. It will now be passed to the City Council for a first reading at the July meeting. Commissioner McGaw thanked the Airport Commissioners for the Resolution. COMMITTEE COMMENT 3. Council Update Councilmember DeCarli had one update: the Council budget has been passed. 4. Ad Hoc Subcommittee Updates Commissioner McGaw spoke about meetings he and Mr. Lawrence are having with the City Manager, Mayor and Fire Department. 5. Commissioner Comment Commissioner McGaw spoke about the availability of gasoline at the airport. 100LL must be sold without restriction. Commissioner Margand spoke about the upcoming Display Day, which will be on 6/21/25 and will include some unique aircraft. STAFF COMMENT 6. Airport Manager Report Manager Cohen discussed the revenue report and land leasing processes. The airport has three businesses interested in 18B, which is in the process of getting

repaired. The airport will request presentations to understand the intent of usage. Commissioner Dietrich asked about a timeline, and Manager Cohen responded that it should be ready to lease by the end of 2025. Commissioner Margand asked if hangar 18B is designated as a commercial hangar, and Manager Cohen responded that it is zoned commercially. The airport has a policy allowing a commercial entity to displace a tenant. Commissioner Domich and Commissioner Margand might activate their ad hoc committee to review this policy. Commissioner Domich expressed frustration that the hangars needing repairs have lost rental income for the City. Manager Cohen commented on legacy agreements on the airport property. Commissioner Dietrich spoke about wanting a tenant ready for when 18B is fixed, so presentations should begin in October 2025. Manager Cohen discussed how this could happen when we have a firm idea of when the hangar will be fixed. He then discussed how the airport has hired two new part-time ramp attendants and one floating attendant. Manager Cohen spoke about airport projects. ADJOURNMENT Commissioner Dietrich discussed whether there will be a quorum for the July 3, 2025 commission meeting, as it is so close to July 4. It was decided that we will check in for agenda items closer to the date. Commissioner Domich added that Danielle Kertz has worked hard to get fire and police organizations to Display Day.
