CITY OF PETALUMA, CALIFORNIA SPECIAL MEETING OF THE PLANNING COMMISSION City Hall Council Chamber 11 English Street Petaluma, CA 94952 MINUTES Tuesday, December 09, 2025 CALL TO ORDER – (06:00 PM) ROLL CALL PRESENT: Brent Newell, Brian Barnacle, Brian Goldman, Darren Racusen, Jessica Mozes, Keith Schildt, and Sarah Ebner ABSENT: None GENERAL PUBLIC COMMENT – (06:00 PM) During General Public Comment, the public is invited to make comments on items of public interest that are within the Commission’s subject matter jurisdiction and that are not listed on the current agenda. Public comments are limited to up to three minutes per person. Depending on the number of persons wishing to address the Commission, time will be allocated in equal shares totaling no more than twenty minutes, subject to the Commission’s discretion (Cal. Gov’t. Code §54954.3(a), Petaluma City Council Rules, Policies and Procedures, III). Chair Mozes opened general public comment. - No general public comments were made. Chair Mozes invited the Commissioners to provide amendments. No amendments were provided. Chair Mozes announced that the minutes were approved as is. Chair Mozes closed Meeting Item 1 and continued with the agenda.

2. Meeting Item 2 – Approval of Minutes for the meeting of November 20, 2025. Chair Mozes opened Meeting Item 2. Chair Mozes invited the Commissioners to provide amendments. No amendments were provided. Chair Mozes announced that the minutes were approved as is. Chair Mozes closed Meeting Item 2 and continued with the agenda. PUBLIC HEARINGS AND MATTERS FOR CONSIDERATION – (06:03 PM) 3. Public Hearing – Housing Element Implementation: Recommendation to the City of Petaluma Planning Commission to Adopt a Resolution Recommending City Council Adopt an Ordinance Amending City Of Petaluma Implementing Zoning Ordinance Section 4.030 of Chapter 4–Zone Districts and Allowable Land Uses, Section 11.060 of Chapter 11–Off-Street Parking and Loading Facilities, and Section 28.020 of Chapter 28–Glossary, and Amending SmartCode Section 3– Building Function Standards, Section 4–Parking Requirements (Urban Standards Table), and Section 9–Glossary to Implement Sixth Cycle Housing Element Program 7 Pertaining to Zoning Regulations for Residential Care Facilities, Including Modifications to Allow Residential Care Facility Land Uses By Right in Ground Floor Street Fronting Spaces of Buildings Located in Commercial and Mixed-use Zones. This action is a discretionary action subject to environmental review under the California Environmental Quality Act (CEQA), and the proposed Zoning Code and SmartCode amendments implement the 2023-2031 Housing Element, which the City Council adopted via Resolution No. 2023-038 N.C.S., and relies on the environmental review prepared for the 2023-2031 Housing Element. Chair Mozes announced that this item was a public hearing and did require disclosing any ex- parte communications. Chair Mozes and Commissioner Goldman disclosed ex-parte communications. Public Hearing – Recommendation to the City of Petaluma Planning Commission to Conduct a Public Hearing and Consider a Resolution determining eligibility for a Statutory CEQA Exemption in accordance with CEQA Guidelines Section 15183, Approving Site Plan and Architectural Review, Including State Density Bonus Waiver Requests, and a Tree Removal Permit for the Gallaher Senior Living Residential Care Facility for the Elderly consisting of 82 senior apartments and eight memory care rooms located at 1221 Petaluma Boulevard North; APN 006-450-001; City Record Number PLPJ-2024-0008 (PLSR-2025-0004). This action is a discretionary action subject to environmental review under the California Environmental Quality Act (CEQA), and a finding pursuant to California Public Resources Code Section 21083.3 and Section 15183 of the CEQA Guidelines that the project is consistent with established development densities by existing zoning, community plan, or general plan, for which an Environmental Impact Report (EIR) was certified is included in this meeting item. Administrative Action – Nominations and Recommendations of Planning Commission Representatives to Serve on the Petaluma North SMART Station Specific Plan Community Outreach Partners Working Group. This administrative action item does not require a discretionary land use action by the Planning Commission; therefore, environmental review under CEQA is not required. Chair Mozes announced that this item was not a public hearing and did not require disclosing any ex-parte communications. Chair Mozes recommended that the presentation be waived. The presentation was waived.
