Council authorized City Manager to sign Universal Main Subscription Agreement with Workday, Inc. for enterprise HR/payroll/finance software. Passed on consent calendar without discussion. ~$750K subsequently paid to Workday per quarterly expense reports.

Council authorized agreements with Strada Global, SpryPoint Services Inc., Plante Moran, and Nicholson Strategic Services. Six fixed-term staff positions added. SpryPoint assigned to utility billing side; Workday to HR/finance.
